Thailand Launches Mandated Carbon Tax Initiative: A Collaborative Effort

The Excise Department, Chulalongkorn University’s Faculty of Economics, PTT Oil and Retail Business Public Company Limited (PTTOR), and Bangchak Corporation have launched a groundbreaking partnership to drive consumer awareness and promote sustainable energy practices. This initiative is underpinned by Thailand’s first mandatory carbon pricing mechanism.

The Ministry of Finance, represented by the Excise Department, signed a Memorandum of Understanding (MOU) with Chulalongkorn University, PTTOR, and Bangchak on February 3, 2025. The signing took place at PTT and Bangchak service stations on Vibhavadi Rangsit Road, marking the beginning of this innovative initiative.

First Mandatory Carbon Pricing System in Thailand

Deputy Minister of Finance, Dr. Paopoom Rojanasakul, announced that Thailand’s first mandatory carbon pricing mechanism has been approved by the Cabinet. This system integrates environmental costs into fuel excise taxes by scientific means. It calculates emissions using a predetermined emission factor and multiplies the result by a government-set carbon price of THB 200 per ton of carbon dioxide equivalent.

Implementation is scheduled for early February 2025, following finalization by the Office of the Council of State and publication in the Royal Gazette. This carbon tax aims to shift consumer behavior and encourage sustainable consumption practices, reducing overall greenhouse gas emissions.

Raising Awareness Through Collaborative Efforts

Before the regulation is implemented, the MOU seeks to raise awareness among consumers and businesses about carbon taxation. This will be achieved through real-time carbon emission displays at PTT service stations and on the Bangchak Mobile Application. Each fuel fill-up will inform consumers of their CO2 emissions, promoting a shift towards lower-carbon energy consumption.

Dr. Paopoom highlighted the importance of collecting and analyzing consumer behavior data to measure the effectiveness of awareness campaigns. Insights from this analysis will inform future policy development.

Bangchak’s Commitment to Sustainable Energy

Mr. Seri Anupantanan, Senior Executive Vice President of Bangchak’s Marketing Business Group, emphasized Bangchak’s role in combating climate change through integrating carbon pricing into fuel excise taxes. Bangchak, as a leading Thai energy company, is committed to sustainable energy practices.

Central to their efforts is the Green Miles membership program, which encourages consumers to link their fuel purchases with environmental conservation. Additionally, Bangchak is leveraging its “Your Tree” campaign to help consumers visualize their environmental impact and foster a deeper connection to their carbon footprint.

Bangchak has also obtained Carbon Footprint of Product (CFP) certification for five of its fuel products, showcasing their dedication to reducing carbon emissions.

Carbon Markets Club’s Educational Campaign

The Carbon Markets Club (CMC), with Mrs. Gloyta Nathalang as Chairperson and Senior Executive Vice President for Sustainability Management and Corporate Communications at Bangchak, announced an educational campaign on carbon tax awareness. This multichannel initiative aims to strengthen public engagement and understanding of the new carbon pricing mechanism.

A Collective Effort towards Sustainability

Bangchak expressed gratitude to its government partners, academic institutions, private sector stakeholders, media representatives, customers, and Green Miles members for their support.
