There are reports of engineering malpractice on the Taoyuan MRT Green Line, which is currently under construction. This magazine received a complaint from a whistleblower claiming that the Taoyuan MRT Engineering Bureau allowed contractors to illegally use Chinese-made stone. Floor tiles from a Taiwanese manufacturer that has been suspended by the government were not only of poor quality, but were not even constructed according to the drawings, causing water leakage in the traffic control center. This is outrageous.
The cheating cases were reported in the Taoyuan Green Line GC03 civil construction and GM01 electromechanical civil engineering projects. Some of the projects were awarded by “Mutual Construction”, but it was revealed that stone materials from China’s “Qiancheng Stone” were illegally used. However, the Taoyuan MRT Engineering Bureau did not find out after review and approved the project.
This magazine obtained hundreds of pages of complete submission materials, which clearly stated that the stone used to pave the station floor was produced by China’s “Xiamen Qiancheng Stone Industry Co., Ltd.” and even had a five-star logo. Information shows that the case requires the use of dark granite (India) and light-colored granite (the surface of the stone should be washed, burnt, or bright). However, there is no such stone in China and must be imported from abroad.

Mr. A, the whistleblower, told this publication that manufacturers need to import large pieces of raw stone from abroad, and then have it cut by a processing plant according to the required size after coming to Taiwan to obtain factory and use certificates. However, Mutual Construction did not follow the rules. Instead, it imported stone from China and laid it directly. Although it saves money and trouble, it seriously violates the “Government Procurement Act” that prohibits the use of Chinese products.

In addition, Mutual Construction also illegally used quartz floor tiles from “Seiko Ceramics“, which was suspended for three years by the Public Works Committee of the Executive Yuan. According to an investigation by this publication, Jinggong Ceramics was fined by the Public Works Commission for “washing the place of production” for other companies. Its rights will be suspended from April 23, 2024, to April 22, 2027. During this period, the company’s products will not be used in major government projects.

This magazine obtained the submission information of the bid on June 26, 2024. At that time, Jinggong Ceramics had already suspended the rights. According to regulations, the manufacturer that submitted the bid was announced to be suspended, indicating that the violation was serious and the organizer should stop using it immediately. However, the Taoyuan Rapid Transit Engineering Bureau ignored the law and agreed to the contractor to continue the construction on the grounds of “rushing work”. This is very exaggerated.
