Taiwan Conducts First-of-Its-Kind Exercise to Test Civil Responses to Chinese Military Escalation
On Thursday, Taiwan’s Presidential Office hosted a groundbreaking “tabletop” exercise to simulate potential military escalations by China. This exercise stands out as the first of its kind in Taiwan, drawing participation from government agencies beyond the armed forces. It underscores Taiwan’s growing concern over China’s increasing assertiveness in the region.
Government Agencies Test Response to Escalated Tensions
Taiwan President Lai Ching-te emphasized the significance of the simulation, stating that it aimed to test governmental responses to various scenarios if cross-strait tensions escalate further. He noted, “We conducted a tabletop exercise to verify the level of preparedness of each government agency in responding to extreme scenarios.”
Lai added, “We believe that as long as the government and society are prepared, we can adequately respond to different threats – including natural disasters and authoritarian expansionism.”
China’s Territorial Claims and Military Activities
China, under the leadership of the Communist Party, claims Taiwan as part of its territory, despite having never exercised control over it. China insists on Taiwan’s eventual reunification, threatening to use force if necessary.
Recent months have seen an uptick in Chinese military activities in the Taiwan Strait and the Western Pacific. More Chinese naval and coast guard vessels have been observed moving through the region’s waters. Additionally, there has been an increase in Chinese aircraft flying around the island.
In 2024, China held two major military exercises near Taiwan. The first response was to Lai’s inauguration in May, and the second followed his National Day address in October. Lai Ching-te and the ruling Democratic Progressive Party have consistently rejected China’s territorial claims, asserting that Taiwan is “not subordinate” to China and that its future should be determined by its 23.5 million people.
Tabletop Exercise: Simulated Scenarios
The purpose of the exercise was to test how various government agencies could maintain the normal functioning of society during a crisis. The Presidential Office simulated two scenarios: one involving China’s use of “high-intensity” grey-zone warfare tactics, and another projecting Taiwan being on the brink of conflict.
Grey-zone tactics are actions that fall short of traditional military aggression but can create instability and pressure. Government agencies were required to react immediately to different contingencies without prior preparation, emphasizing the spontaneity and efficiency of their responses.
While Taiwan’s military regularly conducts similar exercises, this event was exceptional because it centered on civil responses to the threat of a Chinese invasion, a first for the Presidential Office.
Key Participants and Takeaways
The simulation was chaired by Taiwan’s Vice President Hsiao Bi-khim, presidential office secretary-general Pan Men-an, and National Security Council secretary-general Joseph Wu. Tan Lin Fei-fan, deputy secretary-general of the National Security Council, highlighted the exercise’s importance for boosting Taiwan’s democratic resilience.
One significant discovery from the simulation was the need to combat disinformation effectively during crises. Liu Shyh-fang, Taiwan’s Interior Minister, acknowledged that while the Ministry of Defence was well-prepared, many agencies struggled to dispel false information during power or internet outages. She announced plans to recruit and train 50,000 volunteers by the end of next year to support disaster relief efforts.
Conclusion and Future Preparedness
This tabletop exercise marks a critical step in Taiwan’s preparedness strategy, addressing both defensive and civil response measures. It underscores the country’s determination to defend its sovereignty and way of life amidst escalating regional tensions.
As China remains a significant challenge in the region, Taiwan’s proactive approach sets an example for other nations dealing with similar issues. The exercise highlights the importance of comprehensive planning and resource allocation to ensure societal resilience in the face of potential threats.
