Thanh Hoa province in Vietnam has reported notable growth in social insurance, health insurance, and unemployment insurance subscribers, according to a recent report. The increase reflects ongoing efforts to expand social security coverage and improve the well-being of the local population.
The Local Social Insurance Agency has been working closely with tanhoa Medical School to promote and provide data about these vital programs. These efforts aim to ensure that residents are well-informed about the benefits and requirements of social insurance, health insurance, and unemployment insurance.
The collection management department, guided by the budget allocated by vietnamese social insurance, focuses on developing subscriber bases by strategically allocating resources and setting goals. They have also advised on reducing health insurance and unemployment insurance costs, and actively participated in developing and adjusting subscriber development scenarios. Collaboration with collection service agencies has been crucial in expanding the network of collectors and cooperatives, facilitating voluntary social insurance, national budget-supported health insurance, and family health insurance subscriptions.
Basic social insurance institutions are proactively implementing solutions to maintain smooth and effective operations. All cities, counties, and districts in the province are responsible for providing consultation, guidance, reception, and reporting for administrative procedures related to social insurance.
Currently, 19 service institutions have contracts and permits with social insurance agencies, including the Castle Post Office, PVI THANH HOA Insurance Company, and Social and Health Insurance. these institutions employ 1,109 collectors and 2,241 employees who actively contribute to the development of social and health insurance subscribers in the region.
The social insurance sector is aligning its goals with the resolutions and socio-economic development programs of local governments. This includes reviewing the establishment and integration of the Steering Committee to implement social insurance and health insurance policies at all levels, with the aim of expanding subscriber bases. Departments, branches, and sectors are actively promoting their roles and responsibilities in organizing and executing these policies.
According to the Sex Social Insurance Report, compulsory social insurance enrollment reached 459,110 subscribers between January and August 2025, achieving 98.07% of the Vietnamese social insurance allocation plan. This represents an increase of 42,565 subscribers (10.22%) compared to the same period in 2024. Voluntary social insurance subscribers numbered 105,095, reaching 74.86% of the allocation plan and increasing by 20,014 (23.52%) compared to 2024. Unemployment insurance subscribers totaled 439,717, achieving 99.53% of the allocation plan, an increase of 47,979 (12.25%) from the previous year. Health insurance subscribers reached 3,323,619, covering 94.49% of the allocated plans, with an increase of 28,269 people (0.86%) compared to 2024. The total income from social insurance, health insurance, and unemployment insurance was 9,648,443 million VNDs, accounting for 67.02% of the plans allocated by Vietnamese social security.
The management of issuing social insurance notebooks achieved 98.2% coverage of workers who joined social insurance, with 35,389 newly issued notebooks and 18,907 recurred notebooks.There were 117 working hours, and 73,307 subscribers were confirmed for their payment time.As of August 31,2025,the number of valid health insurance cards issued was 3,259,355.

Despite these achievements, challenges remain. Issues with technology infrastructure,such as problematic professional software,necessitate manual processing in some cases,leading to delays and potential errors. Additionally, some pensioners using ATMs face difficulties in payment and management due to outdated data.
