The coalition successfully pushed through parliament to change the rules of procedure and the code of ethics for deputies. In the new rules, it significantly limits the debate to a maximum of 37.5 hours on one point, introduces dress codes and determines how MPs should behave and express themselves outside the plenary session. There are severe penalties for breaking the rules.
The law was approved after three days of negotiations. The coalition ended the debate on this point prematurely, even though it initially promised not to limit the discussion. Fundamental changes to the proposal, which was created for several months in an expert group, also came at the last minute.
On Tuesday, a large-scale amending proposal of the coalition was added, from the original one several measures, which were pushed by the opposition within the expert group, were removed. Smer claims that it had to yield to the demands of the SNS. The voice, on the other hand, corrected the problematic points of the code of ethics on the day of the approval of the law.
A deputy will not lose his position when he goes to prison
Part of the new rules of procedure should have included the provision that if a deputy is taken into custody, he will lose the position of chairman or deputy chairman of the parliament or a leadership position or committee membership.
However, the coalition amending proposal, which was presented in the plenary session by the Deputy Speaker of the Parliament for Smer Tibor Gašpar, cancels this rule. Why? This is not written in the justification. And the deputies also fumble when trying to state the reasons. It doesn’t make much sense.
