Impact of Excluding Government Bonds on Family Benefits
Starting April 1, 2025, Italian families can anticipate an increase in their Single Child Allowance
thanks to a revised method for calculating the ISEE (Equivalent Economic Situation Indicator). This change excludes government bonds up to €50,000 from the ISEE calculation, possibly lowering a familyS ISEE and thereby increasing their eligibility for social benefits.
Understanding the ISEE and Its Significance
The ISEE serves as a crucial tool in Italy for assessing a family’s economic standing. It determines access to various social security services and the amount of benefits received, including the Single Child Allowance. A higher ISEE can restrict access to these services or reduce the benefit amount.
Delayed Implementation and Eventual Rollout
While the Budget Law 2024 initially outlined the exclusion of government bonds, the implementation faced delays. The implementing decree was issued on January 14, 2025. Technical challenges arose between INPS (National Social Security Institute), the Ministry of Labor, the Revenue Agency, and CAF (Authorized Fiscal Assistance Centers), leading to a postponement. the revised ISEE calculation is now slated to take effect in April.
Simulated Impact on Single Child Allowance
Simulations conducted by CAF ACLI, as reported by Corriere della Sera, illustrate the potential impact. A family with two children, employee income, a house, €79,000 in assets, and €25,000 invested in government bonds could see their ISEE reduced by approximately €2,000, representing an 8.6% decrease.

This reduction can translate into a higher Single Child Allowance. As an example, an ISEE dropping from €30,000 to €28,000 could increase the monthly allowance for a minor child from €136.60 to €147.10, a 7.14% increase,or €10.50 more per month (€126 annually), according to Annex 1 of INPS circular n.33 of february 4, 2025
.
Similarly, moving from an ISEE of €20,000 to €18,000 could raise the monthly allowance from €186.7 to €197, a 5.23% increase.
Looking Ahead: Realizing the Benefits
While these increases are promising, they remain theoretical until the new ISEE calculation mechanism is fully implemented. Families are encouraged to monitor updates from INPS and CAF to understand how these changes will affect their individual circumstances.
