France Revamps Sex Education Curriculum for 2025: A New approach to Health, Rights, and Respect


A Renewed Focus on Extensive Sexuality Education

France is set to implement a revised and more comprehensive sex education program in schools starting in September 2025. This initiative aims to address shortcomings in the submission of the existing law from July 4,2001,which mandated at least three annual sessions of information and sexuality education in schools,colleges,and high schools,tailored to age groups. The original law emphasized respect for the human body and awareness of sexist or sexual violence, including female genital mutilation.

Despite the legal requirement,the French National Education acknowledges that the provision was not consistently applied. The new program, endorsed by the higher Education Council on January 30, 2025, seeks to rectify this by providing a structured framework for implementation.

Curriculum Highlights for Secondary Education

The updated curriculum for secondary education (collèges and lycées) will cover biological aspects of anatomy and reproduction, risk prevention, and human rights concepts. These topics will be addressed in a minimum of three dedicated sessions throughout the academic year.

College Curriculum: Navigating Puberty, Identity, and Consent

The college curriculum will include specific focus areas:

  • Understanding puberty and the changes occurring in the body.
  • Differentiating between sex,gender,and sexual orientation,emphasizing respect for diversity.
  • Exploring the concepts of consent, refusal, and desire, acknowledging the complexities of ensuring consent.
  • Addressing the issue of cyberbullying, a growing concern among adolescents.

High School Curriculum: Responsible relationships and Digital Awareness

The high school curriculum expands on these themes,incorporating information related to health,rights,and responsible relationships. it also includes practical applications and discussions on:

  • Biological differences between women and men,clarifying that these differences do not solely determine gender expressions,behaviors,and roles.
  • Understanding the codes of conduct during different stages of relationships, from initial encounters to commitment and breakups, with an emphasis on emotional awareness and the influence of individual expectations.
  • Examining social media dynamics, including the concepts of “showing up,” “exposing to,” and “showing off,” using specific examples to question the boundaries between intimate, private, and public spheres.
  • Defining sexual health as encompassing physical, emotional, mental, and social well-being.

Beyond Knowledge: Fostering Critical Thinking and Equality

This sexuality education extends beyond factual knowledge, aiming to enhance students’ emotional and relational lives. A key objective is to develop critical thinking skills and raise awareness of gender equality, as well as combatting harassment and sexual violence. The approach combines knowledge acquisition with reflective exercises.

this initiative comes at a time when discussions around consent and sexual harassment are increasingly prominent. According to a recent survey by the French Ministry of Education, nearly one in ten students report experiencing some form of sexual harassment during their school years. This underscores the urgent need for comprehensive and effective sex education programs.
