Scientists Re-elected: Fourth Mandate Secured

Professor Nguyên Thanh Phuong and Associate Professor Trân Hoàng Ngân have just been re-elected deputies to the XVIe legislature of National Assembly (AN), thus marking four terms of continuous presence in the country’s legislative body.

Nguyên Thanh Phuong: a leading figure in aquaculture serving the Mekong Delta

Professor and Doctor Nguyên Thanh Phuong (born in 1965, originally from Vinh Long) is a recognized expert in the field of aquaculture. Currently secretary of the Party Committee of Can Tho University, he has devoted more than 30 years to teaching and research.

His academic career is marked by a strong international footprint. Having graduated in aquaculture from Can Tho University in 1986, he obtained his master’s degree from the Asian Institute of Technology (AIT) in 1992. His initial research already focused on crucial issues, notably the impact of the insecticide Methyl parathion on tilapia in rice cultivation. In 1998, he successfully defended his doctoral thesis in agricultural sciences at the Institut national polytechnique (INP) in Toulouse (France), focusing on the breeding of catfish in cages in the Mekong Delta and the development of suitable foods.

Appointed Associate Professor in 2004 then Professor in 2013, he has a career of more than 30 years in teaching and research. Nguyên Thanh Phuong has held various leadership positions, including dean of the Faculty of Aquaculture and vice-rector of Can Tho University (2012-2018). Since 2018, as President of the University Council, he continues to influence the academic landscape while leading the editorial activities of the institution. Through his expertise, he has trained many generations of engineers and researchers, consolidating the position of Can Tho University as a regional center of excellence. Deputy of the XIIIeXIVe and 15e legislatures, today it begins its 4the mandate in the National Assembly.

Trân Hoàng Ngân: an economic expert at the heart of public decisions

Associate Professor and Doctor Trân Hoàng Ngân (born in 1964, originally from Dông Thap) is an “Emeritus Teacher” and an influential economist. A specialist in financial and monetary issues, he now chairs the Advisory Council for Development of the University of Saigon.

His career began in November 1985 at the University of Economics in Ho Chi Minh City (UEH). Between 1992 and 2008, he held various responsibilities there, ranging from head of department to dean of the Faculty of Banking. From 2008 to 2015, he held the position of vice-rector of the UEH, during which he was honored with the title of Teacher Emeritus. It was also at this time that he joined the National Assembly (XIIIe legislature) and the National Advisory Council on Financial and Monetary Policies, providing insight on major macroeconomic issues.

In 2015, this Professor took over the management of the University of Finance and Marketing in Ho Chi Minh City before becoming, in 2016, director of the Executive Academy of the southern megacity. His expertise has been sought at the highest levels of state: he was a member of the Prime Minister’s Economic Advisory Group and headed the Ho Chi Minh City Research Institute for Development (HIDS) from 2019 to 2022. Most recently, he served as assistant to the secretary of the Ho Chi Minh City Party Committee.

For his fourth consecutive legislature, Fr.r.-associate Trân Hoàng Ngân remains a voice listened to, combining academic theory and political pragmatism for the socio-economic development of the country.
