Public Scrutiny Intensifies Over Government Spending
The Transparency Council is escalating its efforts to bring greater accountability to government spending, specifically targeting the portrayal expenses of President Pedro Sánchez. The council has formally requested the general Secretariat of the Presidency of the Government to release detailed facts regarding Sánchez’s expenses incurred between 2018 and 2022.
This demand comes amid growing public concern over government transparency, notably regarding the use of public funds. Recent data indicates a meaningful surge in government spending on high-ranking officials and advisors, increasing by 36% since 2018, according to figures from the state Administration’s general intervention.
Detailed Breakdown of Expenses Requested
The Transparency Council’s request is complete, seeking a year-by-year breakdown that includes:
- Dates of travel
- Locations visited
- Reasons for each trip
- Types of meals and dietary provisions
- Total expenditure for each year
Furthermore, the council is also seeking information on the total expenses associated with these trips, encompassing the entire delegation that accompanied the President.
Executive Branch Accused of Non-Compliance
the Transparency Council has granted a ten-day ultimatum for the requested data to be provided to the claimant, with a copy together submitted to the board. The initial request was lodged with the Ministry of Presidency on september 10,2024. Though, the Executive branch has yet to respond, raising concerns about potential obstruction of access to public information.
The claimant, frustrated by the lack of response, filed a formal complaint with the Transparency and Good Government Council in january. The supervisory agency afterward forwarded the claim to the Ministry, headed by Minister Bolaños, on January 7. Despite this, the General Secretariat of the Presidency has remained unresponsive.
Right to Public Information at Stake
The Transparency Council emphasizes that withholding this information infringes upon the fundamental right of citizens to access public information, as enshrined in Law 19/2013. This law is designed to ensure government transparency and accountability, allowing citizens to scrutinize the use of public funds.
The resolution affects the right of access to public information enjoyed by all citizens according to Law 19/2013.
This is not the first time President Sánchez and his administration have faced criticism for a lack of transparency. The Transparency Council has previously admonished them for concealing travel details and associated expenses. The Council maintains that the President’s travel expenses are a matter of public interest and should be disclosed.
Calls for Greater Transparency in Government Spending
The controversy extends beyond domestic travel. The Transparency Council has also urged the government to release data related to President Sánchez’s trips to Latin America, including details about the use of the Falcon presidential aircraft.
In a parallel move, the Congress has approved an initiative demanding that ministers and senior government officials publish their protocol and representation expenses. This proposition calls for the periodic publication of all such expenses on the transparency portal, including the purpose, amount, beneficiary, date, and justification for each expenditure.
The push for transparency reflects a broader trend.Such as, in the United States, the Sunshine Act
mandates that most meetings of federal agencies be open to the public. Similar legislation exists in many countries, underscoring the global importance of government transparency.
Concerns Over Abuse of Official Secrets
The Transparency Council has openly criticized President Sánchez for allegedly abusing the Law of Official Secrets to conceal his travel details. The institution, tasked with upholding transparency standards in Spain, asserts that information regarding the President’s travels must be accessible to the public.
The Transparency Council has censored Sánchez for abusing the official secret to hide his trips.
Additional Scrutiny on gifts Received
Adding to the pressure, the Transparency Council has also rebuked President Sánchez for failing to provide details about gifts he has received as assuming office. This lack of disclosure further fuels concerns about potential conflicts of interest and the need for greater transparency in all aspects of government operations.
