The Nantes Saint-Nazaire metropolitan center brings together the metropolis of Nantes, the agglomeration of Saint-Nazaire and the communities of communes of Erdre and Gesvres, Estuaire et Sillon and Pays de Blain Community. It is a scene for exchanges and political decisions between elected officials from the five intermunicipalities to define and implement the long-term development strategy. Aware of the interdependencies at this interterritorial scale of public action, the Nantes Saint-Nazaire metropolitan center supports the elected representatives of the five intermunicipalities – facing ecological, economic and social challenges – in setting their common trajectory in motion.

The Nantes Saint-Nazaire metropolitan center ensures, on behalf of its five member intermunicipalities and their sixty-one municipalities bringing together 948,000 inhabitants, three types of missions:

– Political cooperation: animation of a space for dialogue in the service of a shared vision, prospective reflection on the development of the large territory and cooperation with neighboring territories
– Strategic planning: development, evaluation, revision and participation in the implementation of the Territorial Coherence Scheme, serving intermunicipalities
– Managing change: support through collective experimentation, financing of studies or development actions, mobilization of the field of research in the service of the political trajectory

Since December 2022, the Union Committee has initiated the general revision of the Territorial Coherence Scheme, for adoption planned for December 2025, thus opening the work of a new territorial project for the metropolitan area through the progressive implementation of its action program.
The preparation of the next mandate from 2026, the development of cooperation with neighboring territories and urban fabric partners constitute, with the implementation of the action program, the three major challenges to be met.

It is in this renewed context of cooperation that Saint-Nazaire agglomeration, as part of the provision of a service, is recruiting its Director on behalf of the Nantes Saint-Nazaire Metropolitan Pole.

As Director of the Metropolitan Pole, your main responsibilities will be:
• Definition of the development and governance strategy of the Metropolitan Pole
• The animation of collegial and balanced political governance
• Political management of current and future cooperation between intercommunities and with neighboring territories, particularly around the Loire estuary
• Steering and leading the “Trajectory 2050” strategy by being a force for proposals on the studies and experiments to be carried out
• The development of new partnership strategies to serve the project led by the Metropolitan Pole
• Support and advice from the Presidency and more generally from the elected representatives of the Metropolitan Pole
• Representation of the Metropolitan Pole to local, regional and national authorities
• Managing contractual relations with the partners of the metropolitan center (elected officials and services of member intermunicipalities, research actors, accomplices of the urban fabric, town planning agencies of Nantes and Saint-Nazaire, etc.)
• The animation and communication strategy

You will be surrounded by a team of 4 employees who you will manage and lead in a cross-functional approach.
You will ensure regular reporting to political governance bodies (Union Council, Executive) and to the Committee of Directors (DGS of intermunicipalities).

With a Bac+5 higher education in the field of planning or the environment, you have successful experience in urban planning and/or territorial prospective.

You have a very good knowledge of territorial public policies, operational town planning tools and development. Your relational, editorial and organizational skills allow you to work cross-functionally.

Recognized for your ability to support change, you know how to mobilize resources and be a source of proposals and advice to elected officials from the metropolitan center and member intermunicipalities.

Recognized for your teamwork qualities, you work to associate and unite the members of the intermunicipalities (elected officials and technicians) and all the partners of the cluster in a collective dynamic. Your managerial skills are recognized and you have successful management experience. You have proven abilities to lead meetings or working groups and generate support.

Autonomous in the implementation of orientations and in the definition of action priorities, you know how to mobilize decision-making stakeholders in the management of projects.
