According to the findings of Segugio.it, the leading portal in the Italian market for the internet comparison of insurance products, utilities and credit products, in September the average price for Motor TPL insurance in Italy stood at 486.53 euros, confirming itself at very similar levels to the previous month, when it was 485.59 euros. Compared to January 2025, the month in which prices reached the minimum value of the last 12 months with 439.54 euros on average, there was an increase of +10.7%, while if we compare current prices with those of September 2024 the increase is equal to +3.50%, with 16.45 euros more to pay: 12 months ago the average figure stood at 470.10 euros.
The age group most affected by the price increases compared to September last year is that between 35 and 44 years, which sees the average price of the Motor TPL policy increase by +5.15% (from 434.11 euros to 456.47 euros), while the Under 25s are confirmed as the consumers who have to face the greatest expense, with an average annual premium which currently reaches 1,056.91 euros, almost double compared to the age group 25-34 years (571.81 euros on average in September 2025).
Emanuele Anzaghi, vice president of Segugio.it, comments: “After the strong increases that occurred between 2022 and 2024, we are finally witnessing a substantial stabilization, net of seasonal fluctuations, of prices at a national level, albeit at high levels”.
Analyzing the data relating to Emilia-Romagna, according to the findings of the Segugio.it insurance observatory, the average premium for TPL in the region stood at 434.72 euros in September, below the national average. Compared to the previous month, when it was equal to 428.55 euros, a slight increase in prices is observed, for an increase of approximately 7 euros per year. Comparing current data with those of 12 months ago, when the average price was 419.89 euros, there is an increase of approximately 15 euros per year (+3.53%), in line with the Italian average. As happens in the rest of the country, also in Emilia-Romagna, Under 25s have to face the greatest expense for car liability insurance, with the price reaching 968.64 euros on average in September, while for Over 60 consumers (i.e. the age group that pays the least) the average premium is 352.30 euros.
Looking at the provincial detail, in Parma the cost for RCA is the lowest in the entire region, with an average figure of 416.22 euros in the September 2025 surveys, compared to an increase compared to the same period last year of +3.51%. On the contrary, Rimini is the province of Emilia-Romagna where prices are highest: 470.93 euros on average for an increase compared to September 2024 of +4.41%.
Finally, the greatest increases compared to last year are recorded in Ferrara (+10.81%), while the province of Reggio Emilia is the only one in the region where a slight decline is observed (-2.86%).
