A Shift in Curriculum: From Mandatory to elective
In a move to modernize the educational landscape, the Bulgarian Ministry of Education and Science is set to introduce notable changes to how religion and ethics are taught in schools.Minister Krasimir Valchev has announced that religious studies will transition from a mandatory subject to an obligatory elective. This adjustment allows students to choose from a range of programs, catering to diverse interests and beliefs.
introducing the “Virtue Hour”: Cultivating Ethical Values
Complementing this shift, a new “virtue” hour will be integrated into the curriculum. This dedicated time will focus on instilling positive values and ethical principles in students, without the explicit study of religion. The goal is to foster a strong moral compass and promote responsible citizenship among young learners.
This initiative reflects a growing global trend towards values-based education. For exmaple, UNESCO emphasizes the importance of developing social and emotional skills in students, which aligns with the objectives of the “virtue” hour.
Expert-Led Instruction and Program Rollout
The “virtue” hour will be facilitated by teachers with specialized training from universities, ensuring a high standard of instruction. The Ministry of Education and Science is scheduled to publicly unveil the alternative program on Wednesday, may 8, providing further details on its content and implementation.
Debate and future Implementation
The introduction of these changes follows ongoing discussions about the role of religion in secular education. As Minister Valchev stated:
We are talking about a whole secular education, the goal is to make the children value formed. If the law is adopted, early 2026-2027 the object will enter from the first grade in the Bulgarian schools.
The proposed changes,if approved, are expected to be implemented starting in the first grade during the 2026-2027 academic year.
Field Observation: Virtue and Education in Practice
Prior to the declaration, Minister Valchev observed a “Virtue and Education” lesson at the Vasil Drumev Primary School in Pazardzhik, gaining firsthand insight into the practical submission of these educational principles.
