President’s Rule Declared in Manipur After Biren Singh Resigns

On Thursday, President’s Rule was imposed in Manipur, four days following Chief Minister N Biren Singh’s resignation. Singh stepped down after nearly 21 months in office, amidst escalating ethnic violence that has resulted in over 250 fatalities and displaced several thousand individuals.

Governor’s Proclamation Under Article 356

A notification from the Ministry of Home Affairs indicated that President Droupadi Murmu believes the situation in Manipur necessitates the imposition of President’s Rule. The notification stated, “a situation has arisen in which the government of that state cannot be carried on in accordance with the provisions of the Constitution.”

According to the document, exercising powers under Article 356 of the Constitution, President Murmu has taken over all government functions and the powers vested in the Governor of Manipur.

State Assembly Suspended

The state assembly has been suspended under President’s Rule, a move aimed at stabilizing the governance in the crisis-stricken state.

Chief Minister Biren Singh’s Resignation

CM N Biren Singh formally resigned on February 9, prior to the scheduled budget session in Imphal. Singh’s letter expressed gratitude towards the central government for its support and actions during his tenure.

“It has been an honour to serve the people of Manipur thus far. I am extremely grateful to the central government for timely actions, interventions, developmental work and implementation of various projects for safeguarding the interests of every single Manipur,” Singh wrote in his resignation letter.

Role of the Supreme Court

Singh’s resignation came five days after the Supreme Court ordered a central forensic lab to investigate leaked audio tapes allegedly featuring him. These tapes reportedly claim Singh instigated the ethnic violence.

BJP Struggles to Find Successor

With Singh’s resignation, the Bharatiya Janata Party (BJP) lawmakers in Manipur urgently seek a new leader. Alternatively, they look to form a stable government to forestall further chaos.

BJP lawmakers have convened numerous meetings this week with the party’s north-east coordinator, Sambit Patra, in a bid to reach a consensus. However, up until now, they have not succeeded in finding a suitable candidate.

Roots of Ethnic Violence

The ethnic violence that erupted in Manipur initially involved conflicts between the Meitei and Kuki communities. These clashes have since spread across the entire state, affecting various segments of the population.

Both opposition parties and members of the Kuki community hold Singh responsible for the escalation of violence. They accuse him of inadequate oversight or even complicity in the conflict.

Political Backlash

Opposition parties have levelled additional accusations against the BJP, suggesting the party acted belatedly to remove Singh. They argue the delay was to prevent the collapse of its government and avoid accountability from the Supreme Court.

Implications of President’s Rule

The invocation of President’s Rule marks a significant shift in Manipur’s governance, allowing the central government to directly manage state affairs. This step is often seen as a last resort when the state’s governance mechanisms break down.

Experts speculate that the goal is to provide a stable environment for both security forces to combat violence and for relief efforts to reach those displaced and affected.

Future of Manipur’s Politics

As the state remains under President’s Rule, the BJP continues its efforts to find a consensus on a new Chief Minister. Their challenge lies in ensuring that the successor enjoys the necessary support and trust to govern effectively.

The state’s transition out of this form of central administration will depend on the BJP’s ability to form a government that can address the root causes of ethnic discord and promote harmony and development.

Conclusion

The imposition of President’s Rule in Manipur signifies the severity of the ongoing ethnic crisis. With the central government taking over state functions, hopes are pinned on a temporary stabilization that can pave the way for a long-term solution to ensure peace and prosperity in Manipur.

As events unfold, it remains crucial for both the BJP and opposition parties to engage constructively and find common ground to address pressing issues facing the state.
