President Marcos Advocates for Increased Education Funding Amid Budget Shortfalls

As the review of the 2025 national budget continues, President Ferdinand Marcos has pushed for significant budget allocations to key programs of the Department of Education (DepEd). These allocations are crucial as the agency warns of a worsening teacher shortage due to the reduction in its budget for 2025.

President Marcos Meets with DepEd Officials

On Thursday, January 16, 2023, President Marcos met with DepEd officials at Malacañang. During this meeting, he emphasized that the education sector remains a priority for his administration, stressing that they must demonstrate this commitment despite the challenges posed by budget gaps in various DepEd projects.

“We have to be able to show that that’s (education) the priority,” President Marcos said confidently.

Education Budget Reductions Sparks Concern

The current budget for DepEd amounts to only P737 billion, significantly lower than the proposed P748 billion. These allocations were intended to cover the creation of new school personnel positions, fund the Basic Education Facilities Fund (BEFF), and enable the implementation of the DepEd Computerization Program (DCP).

According to DepEd, the reduced budget for new school personnel positions is expected to exacerbate the existing teacher shortage.

DepEd Computerization Program Faces Cuts

The DepEd initially proposed P12.379 billion for the DCP but was allocated only P2.43 billion. This financial reduction will impact the delivery of essential learning and teaching tools such as laptops, smart TVs, and satellite-based internet.

Due to these budget cuts, DepEd was forced to cancel approximately P4 billion worth of DCP projects that were already in the early stages of procurement.

The diminished BEFF allocation will also hinder the construction of school buildings and the establishment of essential services. Among these projects are the creation of an Enterprise-based Training Office and the establishment of a New Regional Office for Negros Island Region.

Education Priorities in the Face of Challenges

Despite these financial constraints, President Marcos remains resolute in his commitment to improving the education system. His strong advocacy for education projects underscores his administration’s dedication to addressing critical issues such as teacher shortages and modernizing educational infrastructure.

The need for increased investment in DepEd’s programs cannot be overstated. Addressing these ongoing budget shortfalls is crucial for the continued quality and accessibility of education across the country.

Conclusion

In the face of budget challenges, President Marcos’s continued support for DepEd’s initiatives highlights his commitment to prioritizing education. By advocating for higher allocations for vital programs, he aims to mitigate the negative impacts of budget cuts and work towards a robust educational system for all Filipinos.

As conversations about the national budget continue, it is imperative that policymakers and stakeholders engage in discussions to find innovative solutions that benefit the education sector without compromising financial stability.
