PP VAT Changes: Annual or Biannual Filing?

The Popular Party has been involved with self-employed workers intensively and, in addition to presenting a motion in the Senate to improve self-employment, it has organized an event, which is being held today in Soria, in which Alberto Núñez Feijoó will show the support of his training for this group after the announcement of the increase in quotas proposed by the Government.

In the motion registered in the Upper House, 10 measures are proposed to benefit the self-employed, among which the simplification of tax obligations stands out, so that VAT returns are not quarterlylike now, but rather they occur once or twice a year. Also in fiscal matters, they urge to transpose the european directive which collects the franchised VAT for self-employed workers with incomes of less than 85,000 euros per year. Thus, they would be exempt from declaring and billing this tax. The Treasury has stopped this possibility and the directive, which had to be in force in Spanish legislation from January 1, 2025, continues without being transposed.

Like ATA, the quotas are requested to be extended to Social Security in force this year in 2026 so that “any possible update of the bases or contribution rates does not exceed the increase in the CPI of 2025. And before negotiating the quotas for the period 2026-28, They believe that the errors and problems detected must be solved with the regularization corresponding to the year 2023. Refunding “immediately, automatically and without delay” the excesses due to overpayments by multi-activity workers from previous years and improving their regulations are more proposals.

Furthermore, the PP proposes make the requirements more flexible to access the collection of the benefit for cessation of activityas well as adopting “the pertinent measures” so that self-employed workers with the right to a pension who have debts with Social Security can access it. The popular ones believe that “the rigidity of the legislation is spelling the ruin of many self-employed workers.” Less bureaucracy and fewer procedures is a recurring request for this group that, sometimes, spends more time on documentation than on their own tasks. Likewise, the motion proposes that a generational relief plan “with the aim of promoting the transmission of an already existing right without the possibility of succession. Finally, the last measure is striking: creating an Autonomous University “to promote an entrepreneurial culture and prepare and support our young people to create their own company or business” and train entrepreneurs.
