Peru Considers Transferring Dangerous Foreign Inmates to El Salvador Prisons

LIMA – Peru is considering transferring foreign inmates it considers highly dangerous to prisons in El Salvador,according to the prime minister on Thursday. This move potentially mirrors the U.S.’ approach of deporting migrants to the Central American nation.
Peruvian Prime Minister Eduardo Arana has not yet provided specific details regarding the potential agreement with El Salvador. Though, the U.S. has previously compensated El Salvador for incarcerating Venezuelan migrants accused of gang membership.
“The government is evaluating bilateral cooperation mechanisms for the transfer of highly dangerous foreign inmates to their countries of origin, including specialized centers such as the CECOT in El Salvador,” Arana told Congress.
It remains unclear whether Peru intends to send only Salvadoran prisoners or other foreign nationals. The prime minister’s office has not yet responded to requests for clarification.
The CECOT, or Terrorism Confinement Center, is El Salvador’s maximum-security prison, notorious for its severe conditions that have sparked criticism from human rights organizations.
Plans for Domestic Prison Expansion
Arana also mentioned that the Andean nation is seeking financing from development banks to construct additional prisons to address overcrowding and a recent surge in crime.

In recent months, Peru has declared states of emergency in various regions, including the capital, Lima, to combat rising crime rates. In May, illegal miners kidnapped and murdered 13 mine workers in the Pataz district of northern Peru.
