Reinforcing Healthcare Access in Underserved Communities
The Valparaíso-San Antonio Health Service (SSVSA) has integrated eighteen newly qualified health professionals into it’s primary care network. This initiative, conducted through the Destination and Training Stage (EDF) program, aims to strengthen healthcare access in communities with the greatest need.
Extensive Induction for New Medical Professionals
The SSVSA, under the guidance of Belén Gallardo, primary care referent, organized a thorough orientation for the incoming cohort, consisting of seventeen surgeons and one dental surgeon. The induction covered essential aspects of their roles, including service operations, current healthcare regulations, Guaranteed Health Benefits (GES), and the Integrated Model of Health Care (MAIS). Professionals also received training on Electronic Clinical Interoperability and Communication in Primary Care (ECICEP), telehealth, the Reference and Counter-Reference system, the Pharmacological Arsenal, and remuneration policies.
The goal of this comprehensive training was to equip the EDF professionals with the necessary tools for seamless integration into local health facilities. this integration is expected to enhance the healthcare network and ensure timely,comprehensive,and high-quality care for the communities served.

The Destination and Training stage (EDF) program, a key strategy of the ministry of Health, addresses critical staffing shortages in underserved areas.Beyond immediate service,the program offers professionals the prospect to apply for specialization scholarships after their initial placement,incentivizing long-term commitment to public health.
This program is particularly vital in regions where attracting and retaining medical professionals can be challenging. By providing a structured pathway for career growth and community service, the EDF program ensures a consistent standard of care across the region.

Belén Gallardo emphasized the importance of the EDF program in maintaining quality standards and providing essential services, particularly in rural areas. This program is fundamental: it allows professionals to exercise as general doctors in APS for approximately six years, and then apply for a specialization scholarship.It is indeed a way of building career returning services to the community.
Our health network has an important provision of EDF doctors and dentists, who enter by national competition and choose their places within the service. This allows us to ensure benefits with quality standards required by the Superintendency.
