Minimum wage earners in the private sector within the National Capital Region (NCR) will see an increase of PHP50 in their daily pay starting in mid-July, according to an proclamation made on Monday by the Department of Labor and Employment (DOLE).

In a statement, DOLE Secretary Bienvenido Laguesma stated that the NCR Regional Tripartite Wages and Productivity Board (RTWPB) unanimously approved the increase through Wage Order No. 26. This adjustment is expected to benefit approximately 1.2 million workers.

Laguesma noted that the PHP50 increase is the “highest ever granted by the NCR wage board.” This will raise the daily minimum wage in Metro Manila from PHP645 to PHP695 for those in the non-agriculture sector.

For employees in the agriculture sector, service and retail establishments employing 15 or fewer workers, and manufacturing establishments regularly employing fewer than 10 workers, daily salaries will increase from PHP608 to PHP658.

The increase is scheduled to take effect on July 18, 2025, following the anniversary of the last minimum wage increase in NCR, which occurred on July 17, 2024.

The DOLE chief also mentioned that the new wage order aligns wiht President Ferdinand R. Marcos jr.’s directive for a regular review of regional minimum wage rates. This aims to reduce uncertainty, enhance fairness for stakeholders, and strengthen the connection between productivity and wages.

Between 2023 and 2025, the daily minimum wage rate for private sector workers in NCR has increased by a total of PHP125.

impact of the Wage Increase

“The PHP50 increase is the highest ever granted by the NCR wage board.”

The wage increase is expected to provide some relief to workers in Metro Manila, helping them cope with the rising cost of living. though, some business groups have expressed concerns about the potential impact on businesses, notably small and medium-sized enterprises (SMEs).

Looking Ahead

The DOLE is expected to continue monitoring the impact of the wage increase on both workers and businesses. Further adjustments to the minimum wage may be considered in the future, depending on economic conditions and other factors.
