The General Assembly is proposing the Disaster Recovery Act of 2025 Part One, which aims to allocate $500 million from the Helene Fund. Additionally, $275 million is set to be moved from the State Emergency Response and Disaster Relief Fund (SERDF) to augment the Helene Fund.

To support the restoration of critical infrastructure, $150 million is earmarked, including:

  • $100 million for repairing and replacing private roads and bridges.
  • $55 million for city and county projects to expedite repairs impacting small businesses, such as sidewalks, high-speed broadband, and more.

“This could benefit us greatly,” Hi-Wire Brewing co-founder and CEO Adam Charnack shared. “Government works to benefit the community and the city. If this helps Asheville recover, that sounds great. We could use those funds to support the recovery of the city, its people, and its businesses.”

  • $20 million for debris removal.
  • $10 million for grants to Volunteer Organizations Active in Disaster (VOADs).
  • $10 million for fire station vehicles or building repairs.
  • $10 million for rental assistance.
  • $140 million for the Home Reconstruction and Repair Program.
  • $5 million to reboot tourism in Western North Carolina.
