In a concerted effort to bolster public trust and ensure ethical governance, Muan County in south Jeolla Province, South Korea, has launched a series of integrity-focused initiatives. These measures, spearheaded by County Governor Kim San-gun, aim to cultivate a culture of clarity and accountability across all levels of public administration.
“Integrity is Now!”: A Pledge for Ethical Conduct
The initiative began with a public pledge ceremony themed Integrity is now!
. Executive civil servants publicly committed to upholding the highest ethical standards. This involved writing personal reflections on integrity and posting them on a dedicated bulletin board, followed by the collective chanting of integrity slogans. This public display served to reinforce their dedication to ethical conduct and set a tone for the subsequent discussions.
Strategic Planning for Enhanced Integrity
Following the pledge, the Integrity Communication Meeting
convened, led by Governor Kim San-gun. During this session, officials outlined a comprehensive strategy comprising three key areas and 43 specific tasks designed to elevate integrity within the county’s administration. Each department presented progress reports and detailed their individual integrity policies.
Departmental Initiatives: Practical Steps Towards Ethical governance
The Ministry of Health and Energy, for example, detailed several practical measures, including:
- Sending integrity guidance and text messages to individuals lodging civil complaints.
- Organizing regular public-private communication days to foster open dialog.
- Reducing the use of disposable items to promote environmental duty.
- Requiring employees to write integrity pledges as a constant reminder of their ethical obligations.

Leadership’s Call to Action
Governor Kim San-gun emphasized the critical role of leadership in fostering a culture of integrity. I ask that executive civil servants take the lead and create an internal integrity culture in which all employees participate together,
