Minneapolis Police Chief Brian O’Hara acknowledged that the Minneapolis Police Department (MPD) "failed" in their response to the escalating harassment and eventual shooting of Davis Moturi.

The delay and non-arrest of Sawchak sparked intense criticism from the Minneapolis City Council.
