Morocco 2026: Key Changes & What to Expect

This is a major update that the Executive is preparing to optimize this flagship social program. According to details reported by the daily L’Économiste, the most anticipated measure concerns the extension of beneficiaries to owners in a situation of joint ownership. Until now excluded from the system because they do not have an individual title, these numerous Moroccans, often co-owners through family inheritance, will now be able to claim state funding. This correction aims to align public aid with the country’s land reality and to remove an administrative blockage which penalized many eligible households.

In return for this expansion, the State is tightening the screws on resale conditions to avoid windfall effects. The minimum duration of occupancy of housing as a main residence will increase from four to five years. This extension makes it possible to harmonize the system with current taxation, in particular the exemption from income tax and land profits. However, an exception is maintained for economic housing at 250,000 dirhams, the compulsory holding period of which remains fixed at four years. Any owner selling their property before this five-year period will now have to return the entire aid received (70,000 or 100,000 dirhams) and pay the related taxes.

To lock this system, the mortgage release procedure has been tightened. This document, essential for reselling the property, will only be issued by the tax administration after proof of effective occupation for five years (via the identity card, the sales contract and municipal tax receipts) or after voluntary restitution of the amount of aid. These adjustments come as the program is enjoying great success with more than 72,000 files validated at the end of October 2025 and nearly 30 billion dirhams in real estate transactions generated, contrasting with the failure of the rural housing program launched in 2019 which is still struggling to attract developers.
