Examination Focuses on Miloslav Ludvík’s Influence on Healthcare Appointments

The ongoing investigation into alleged corruption at Motol University Hospital has widened to include scrutiny of former director Miloslav Ludvík’s contacts and influence, especially concerning appointments at other healthcare facilities.


Miloslav Ludvík, along with his deputy Pavel Budinský and lawyer Miroslav Janst, remain in custody as authorities investigate financial transactions and potential contract manipulation within Motol University Hospital. However,a new line of inquiry has emerged,focusing on Ludvík’s extensive network of contacts and his alleged influence on key healthcare appointments.

Sources close to the case suggest that while Pavel Budínský handled operational transactions and supplier negotiations, Miloslav Ludvík cultivated relationships with business leaders and government ministers. These relationships are now under scrutiny as investigators examine Ludvík’s potential involvement in influencing decisions at other institutions.

One source stated, “As far as I know, they are ludvík’s wiretapping, in which they solve, such as, the occupation of directors in other vital healthcare facilities.” Another source indicated the involvement of a circle of ten entrepreneurs, with a key contact being a billionaire in the energy sector. “There are indications that Louis dealt with these people with personal and lobbying things,” the source admitted. A third source specifically mentioned IKEM, the Institute of Clinical and Experimental Medicine.

Ludvík’s Role in IKEM Director Selection

In mid-2023, a 15-member committee was formed to select the new director of IKEM. the committee included MEP Věra Adámková (IKEM), Prague Mayor Bohuslav Svoboda, the then-current director of IKEM Helena Rögnerová, internist Michal Sojka, Zdenka Němečková Crkvenjaš (chairwoman of the House Committee for Health), the late Roman Kraus (chairman of the Senate Committee for Health), and Miloslav Ludvík, the director of Motol University Hospital.

According to a source within the committee, Ludvík focused his attention on Jiří Froňek, head of the clinic of transplant surgery in IKEM, while the other main candidate was Michal Stiborek. The source stated, “Ludvík, I do not want to say that he went to Professor Froněk hard, but he repeated what he would do as a surgeon in the leadership of IKEM. Of course he showed that he sees him in the hall rather than behind the director’s table.” The source concluded, “After this Ludvík’s consideration, members of the committee may have realized that Jiří Froněk will be a more better doctor than the manager and decided for Stiborka.”

The selection committee meeting took place on May 19, 2023, and the results were announced on May 22. Michal Stiborek later faced scrutiny regarding his business dealings and resigned in August. Despite initial support from the Minister of health of Wars (TOP 09), Prime Minister Fiala and the opposition YES movement opposed him. Stiborek was also accused of blackmailing doctors Ivan Netuka and Jan Pirek.

Meetings and Contacts Under Scrutiny

Investigators are also examining Miloslav Ludvík’s meetings, which occurred not only via telephone but also in his Motol office. Sources suggest that businessmen met with Ludvík at various locations around Prague, and that conversations about these meetings took place in his office. One source noted that an influential entrepreneur was in contact with Ludvík just days before the IKEM tender.

Reportedly, Miloslav Ludvík knew Jiří Malý, the defendant and deputy head of the Cardiocenter IK Josef Kautzner, and Michal Stiborek. The investigation aims to determine the extent of Ludvík’s influence on other healthcare institutions through his extensive network of relationships.
