In a move to bolster transparency and public involvement in immigration policy, the Dominican Republic has officially established the Migration Policies Observatory. The Executive Commission held its inaugural working meeting on Wednesday,solidifying plans to meet the objectives outlined in the decree that brought the observatory into existence.

Created by presidential decree (No. 215-25), the Migration Policies Observatory is designed as a collaborative space to enhance organized monitoring, transparency, and civil society participation in shaping, overseeing, and evaluating the Dominican Republic’s immigration policies. The observatory will function under the guidance of the National Migration Council, ensuring alignment with national strategies.
The decree specifies that the Observatory can invite additional civil society members and establish ongoing working groups with subject matter experts. Members will serve in an honorary capacity,emphasizing the commitment to public service.

Monsignor Héctor Rafael Rodríguez Rodríguez, Archbishop of Santiago de los Caballeros, was unable to attend due to his presence at the funeral of Pope Francis in Rome. The Technical Support Unit, including Igor Bucarelly, Federico Jovine, Doris Pantaleón, and Miguel Fanjul Jr.,were also present.
Commitment to Independence and Pluralism
During the meeting’s introduction, Miguel Franjul emphasized the observatory’s commitment to being a pluralistic and independent body, operating without undue influence. Its core mission is to monitor the 15 migration control measures announced by the government earlier in April. A dedicated technical unit will be responsible for tracking and ensuring compliance with these measures.
When the President of the Republic made the proposal to lead the observatory, he requested that it be a plural, independent organ and act without ties.
