The Mobility Secretariat in manizales is escalating its efforts to combat the rise of illegal transport services. Unlike licensed public transport, these vehicles frequently enough lack the necessary policies to protect passengers. Furthermore, the absence of driver registration raises security issues, making it difficult to trace or hold drivers accountable in case of incidents.

Crackdown on Illegal Operations: Key Infractions and Increased Immobilizations
The Manizales Mobility Secretariat is actively targeting key infractions, including the use of digital platforms to solicit passengers and the unauthorized pick-up of passengers in areas designated for public transport. Additionally, the influx of vehicles from neighboring municipalities operating illegally within the city has prompted stricter enforcement measures.



The data reveals a concerning trend: so far this year, 77 vehicles have been impounded for operating without authorization. This figure underscores the ongoing nature of these enforcement operations. In 2024, a total of 126 vehicles were sanctioned, a significant jump from just 22 immobilizations recorded in 2023, highlighting a sharp increase in illegal transport activities.
Penalties and Legal Framework
Drivers caught engaging in illegal transport face severe penalties. A comparing type D12
citation results in a fine of approximately $1,209,000 (30 current legal minimum wages) and the vehicle’s immobilization for five business days. repeat offenders face escalating sanctions, with immobilization periods increasing to 20 days for a second offense and up to 40 days for a third.
Furthermore, the Superintendence of Transportation has implemented IUITS appeals to penalize private vehicles providing illegal services since june 2024. Under Law 336 of the Transport Statute, these drivers may face additional fines ranging from three to twenty minimum monthly salaries, and the vehicle could be impounded for up to three months.
The Mobility secretariat strongly advises citizens to utilize only authorized transportation services. These services are required to maintain contractual and extra-contractual civil liability policies, ensuring passenger safety and providing recourse in case of accidents or incidents. Choosing authorized transport guarantees access to a driver’s record, facilitating claims in the event of theft, aggression, or abuse.
