Minneapolis Police Faced with Criticism Over Failed Neighbor Dispute Response
A History of Harassment
On Wednesday, John Sawchak, a man with a history of mental illness, attempted to fatally shoot Davis Moturi, a 34-year-old neighbor in south Minneapolis. Sawchak, who lives on Grand Avenue S in the 3500 block, was later charged with second-degree attempted murder. The incident has caused shockwaves, with many criticizing the Minneapolis Police Department (MPD) for their unwelcomed response to the escalating harassment and threats between the two neighbors.
Minimal Police Response to Threats
The harassment between the Moturis and Sawchak began when the Moturis moved into their home in September 2023. Caroline Moturi, Davis’s wife, detailed the chronic harassment in an online fundraiser. Despite numerous calls to the police for help, they allegedly received insufficient assistance. The Moturis claimed that police advised them to move out, which left them feeling unsupported and distressed.
The Fated Shooting
On Wednesday, Moturi was outside his home pruning a tree near the property line when Sawchak fatally shot him. The bullet fractured Moturi’s spine and broke two ribs, leading to serious injuries. Despite being released from the hospital, Moturi suffered a concussion and his lungs were filled with blood.
Public Outrage
Caroline Moturi expressed her disappointment and blame in the fundraiser, stating, "What should have been the start of a wonderful chapter with my husband became a living nightmare." She attributed part of the blame to the MPD, suggesting that their inaction, or perhaps their advice to move out, contributed to the escalation leading to the tragic incident.
MPD’s Role and Accountability
The MPD was put on the defensive following the shooting. Their original attempts to de-escalate the situation have come under scrutiny. Questions are being raised over why the harassment was not addressed adequately. The incident highlights a failure to protect citizens effectively in high-stakes neighborhood disputes.
