Malaysia Leads ASEAN Digital Economy Efforts as Chair

Malaysia is committed to advancing ASEAN’s digital economy as the current chair of the Association of Southeast Asian Nations (ASEAN). Under its chairmanship in 2025, the country aims to finalise the Digital Economy Framework Agreement (DEFA) to ensure the region remains globally competitive and reaps sustainable economic benefits.

Key Efforts to Finalize DEFA

Deputy Minister of Investment, Trade, and Industry, Liew Chin Tong, highlighted the importance of DEFA during a question-and-answer session in the Dewan Rakyat. These efforts are critical for addressing the varying levels of digital readiness across ASEAN member states.

Liew stated, “Under ASEAN 2025 chairmanship, DEFA is among the key economic outcomes identified by the ministry, with negotiations targeted for completion by the end of this year.”

Capacity-Building Initiatives

To facilitate DEFA negotiations, Malaysia has launched several capacity-building programs. Over 10 technical workshops, training sessions, and dialogues were conducted for the DEFA Consultative Committee in 2024, in collaboration with experts from international organizations like the United Nations Conference on Trade and Development (UNCTAD), the World Economic Forum (WEF), and the Organisation for Economic Co-operation and Development (OECD).

Liew outlined continued efforts, noting, “This year, these programmes will continue with a stronger focus on emerging digitalisation aspects, including digital technology adoption, data management, and cybersecurity in trade networks.”

Phased Implementation Approach

The second strategy involves a phased implementation of DEFA, similar to ASEAN’s approach in forming the Economic Community and free trade agreements. This phased strategy allows countries with different development timelines to adopt the necessary policies and legal frameworks.

In line with Malaysia’s strategic goals, DEFA supports the vision of becoming a technology-driven nation and a regional leader in the digital economy.
