Anticipating the Surge: Traffic Strategies for a Smooth Homecoming
As the 2025 Eid al-Fitr approaches, Indonesian authorities are implementing a detailed traffic management strategy to mitigate congestion during the annual mass exodus, known locally as mudik
. The national Police’s traffic Corps (korlantas Polri) has unveiled a multi-faceted plan incorporating contraflow lanes,one-way systems, adn odd-even restrictions to ensure safer and more efficient travel for millions of indonesians returning to their hometowns.
this year’s plan builds upon previous years’ experiences, incorporating real-time data analysis and stakeholder collaboration to optimize traffic flow. With the number of travelers expected to surpass previous records, a proactive and adaptable approach is crucial. recent data indicates a projected 10% increase in vehicles on major routes compared to last year, underscoring the need for robust traffic management measures.
key Traffic Engineering Measures
The traffic management strategy focuses on key arterial routes, notably the Jakarta-Cikampek and Tangerang-Merak toll roads. Here’s a breakdown of the planned interventions:
Contraflow Implementation
To increase lane capacity in critical sections, contraflow
lanes will be activated on the Jakarta-Cikampek toll road between KM 40 and KM 70. this involves temporarily redirecting traffic from one side of the highway to utilize lanes normally reserved for the opposite direction.
The schedule for contraflow is as follows:
- Outbound (Homecoming) Flow: Thursday, March 27 (2:00 PM) to Saturday, March 29 (12:00 AM)
- Inbound (Return) Flow: Monday, March 31 (1:00 PM – 6:00 PM) and Tuesday, April 1 (11:00 AM – 6:00 PM)
One-Way System
A one-way
system will be in effect on the Jakarta-Cikampek toll road (KM 70) extending to the Semarang-Batang toll road (KM 414). This measure aims to maximize throughput during peak outbound travel times.
The one-way system will be implemented from Thursday, March 27 (2:00 PM) to Saturday, March 29 (12:00 AM).
According to Head of the National Police Korlantas Agus Suryonugroho, the one-way system will be activated based on real-time traffic volume analysis. He also noted the possibility of extending the one-way system during the return flow if traffic density warrants it.

Odd-Even Rule
The odd-even
rule, restricting vehicle access based on the last digit of their license plate, will be enforced on the Jakarta-Cikampek toll road (KM 47 to KM 414) and the tangerang-Merak toll road (KM 31 to KM 98).
This regulation will be in effect from Thursday, March 27 (2:00 PM) to Sunday, March 30 (12:00 AM).
Closure and Normalization Procedures
To facilitate the implementation of the one-way system, specific closure and normalization procedures will be in place:
- Closure of entrance and lane clearing from Semarang-Batang KM 414 to Jakarta-Cikampek KM 70: Thursday, March 27 (12:00 PM – 2:00 PM).
- Traffic normalization and opening of entrance roads on the same route: March 30,2025 (12:00 AM – 2:00 AM).
Travelers Advised to Stay Informed
Korlantas Polri urges travelers to stay updated on the latest traffic conditions and regulations through official channels. Real-time traffic updates will be broadcast via radio, social media, and mobile apps. Planning journeys in advance and adhering to the traffic management measures are crucial for a safe and smooth Eid homecoming.
