Latin American Leaders Convene to Counter US President Trump’s Policies

Latin American presidents are set to hold an emergency summit on Thursday to respond to US President Donald Trump’s mass deportation of migrants. The summit comes as the region grapples with Trump’s aggressive tactics towards traditional allies Colombia and Panama.

Colombia’s Dispute with Trump Reignites Regional Tensions

Trump imposed a 25% tariff on Colombia and sanctions after the country’s left-wing President Gustavo Petro refused to allow US military flights deporting migrants to land. However, Bogota quickly caved into Washington’s demands, ending the confrontation within hours.

The dispute, which played out largely on social media, has unsettled Latin American nations. Many are concerned by Trump’s threats of military force to reclaim control over the Panama Canal and of imposing high tariffs on Mexico, the US’s largest trading partner.

“We seem to have gone back to 1897 and the era of President [William] McKinley, who invaded Cuba and the Philippines,” a senior regional diplomat in Washington commented.

Panama’s Vulnerability Amidst Regional Concerns

Panama, with a population of 4.5 million, no army, and heavy reliance on US trade and investment, is particularly vulnerable to Trump’s demands to reclaim control of the Panama Canal. Trump claims that China now operates the canal and that US shipping is being “ripped off” by canal fees.

Latin American Countries Seek Regional Unity

Honduran President Xiomara Castro called for an emergency summit of Latin American leaders, representing her role as the head of the Community of Latin American and Caribbean States (Celac), at Colombia’s request. The summit will focus on migration, environmental issues, and promoting regional unity.

Michael Shifter, a senior fellow at the Inter-American Dialogue think-tank, believes Latin American leaders will seek a balanced approach, recognizing Trump’s ability to impose sanctions that could be very painful for these countries while also asserting national pride and sovereignty.

Regional Reactions and Economic Impacts

The clash between Colombia and the US caused emerging market currencies to fluctuate. The Mexican peso and South African rand both fell about 2% against the US dollar, and Colombia’s peso dipped 1.5% before recovering slightly.

Emerging market economies are wary of Trump’s unpredictable actions and his threats to regional stability and control over international waterways like the Panama Canal.

Lessons from Colombia’s Approach

Colombian President Gustavo Petro’s handling of the dispute has drawn mixed reactions. Some critics argue he went into battle on social media without a clear plan to sustain his fight. Others note that his actions provided a lesson in how confrontational rhetoric can have serious economic implications.

Brazil and Mexico, the region’s largest powers, did not comment publicly on the dispute. However, Mexico’s President Claudia Sheinbaum is seen as handling Trump better. She has publicly expressed disagreement with US policies while privately agreeing to US demands on migrant deportations and anti-drug trafficking initiatives.

China’s Potential Role

China’s expanding trade and investment in Latin America provide an opportunity for the region. Analysts and diplomats believe that Trump’s unpredictable actions could position Beijing as a more reliable partner.

Conclusion and Impact on Latin America

The Latin American summit aims to coordinate a unified stance against US policies, particularly on migration and trade disputes. Colombia’s experience underscores the importance of balanced diplomacy in navigating the complex relationships between Latin American countries and the US.

As regional leaders gather to discuss these critical issues, the future of Latin American-US relations remains uncertain, challenging traditional alliances and posing significant economic and political risks.
