Sustainable School Project Faces Roadblock
The municipality of Kampen, Netherlands, has initiated legal proceedings against Enexis, the regional network operator, due to a dispute over connecting a new, environmentally conscious school building to the power grid. The core of the issue lies in Enexis’s alleged inability to provide a suitable high-capacity connection, which Kampen insists is crucial for the Hanzewijk Kindcentrum to operate sustainably.
Alderman Erik Faber voiced strong concerns, stating, It is unacceptable that the most sustainable school in the region might be forced to rely on a temporary power solution or face operational delays.
The municipality argues that Enexis’s reluctance to provide the requested connection undermines the project’s sustainability goals.
The Dispute: Large vs. Multiple Small Connections
Kampen’s vision for the Hanzewijk Kindcentrum involves a single, large-capacity power connection, which they believe is a more sustainable approach compared to multiple smaller connections. The Kindcentrum is designed to house two schools and a daycare center, making it a significant energy consumer. The municipality contends that while Enexis claims the grid is congested, they are still willing to provide several smaller connections, which seems contradictory.
Although Enexis speaks of a crowded electricity grid,they do have room for multiple small consumption connections. But if that is possible, the requested connection in our eyes should also be able to be delivered.

The municipality hopes the court’s intervention will compel Enexis to deliver the necesary connection promptly, ensuring the timely opening of the new facility.
Race Against Time: Opening Delayed?
Construction of the Hanzewijk Kindcentrum commenced this month, with the ambitious goal of welcoming students at the start of the new school year. Currently, children are being taught in outdated facilities, and the new building is intended to be a model of sustainability, potentially the most sustainable childcare center in the Netherlands,
according to Kampen officials. The power grid connection issue threatens to derail this timeline and compromise the project’s environmental objectives.
National Gridlock: A growing Problem
Kampen’s situation reflects a broader issue plaguing the Netherlands: an increasingly strained power grid struggling to keep pace with growing demand. As highlighted last year, organizations and businesses across the country are facing similar challenges, being denied connections for new factories, schools, and community centers due to capacity constraints.
However, legal challenges have historically yielded limited success. As one Enexis spokesperson stated previously, If there is no transport capacity, a lawsuit does not change much.
The Cost of Modernization: Billions Needed
The scale of the problem is immense. Recent estimates suggest that approximately €195 billion is required in the coming years to adequately upgrade and expand the Dutch power grid. This investment is crucial to accommodate the projected quadrupling of electricity consumption by 2050.
Currently, around 10,000 companies are on waiting lists for high-capacity power connections, underscoring the urgent need for infrastructure improvements.This bottleneck threatens economic growth and the transition to a sustainable energy future.
