Since the beginning of the year, the Jura government has been undergoing management training, a first in French-speaking Switzerland and probably at the national level. The decision was taken last summer in the middle of the Courtet affair. Objective: improve state governance.
“How to create a positive dynamic between department heads in a well-understood hierarchical relationship?” A question asked by Stéphane Haefliger, HR, leadership & change management expert at the Jura government during their training day.
This should allow members of the government to have from the start a common base on how to approach the management of the canton. Public administration, team management and cohesion, communication, negotiation, crisis management are among the themes covered during this training.
State councilors in the hot seat
This course is being set up as cases have recently implicated state councilors in several cantons, including in Jura.
Questioned in the 12:30 p.m., the president of the government Rosalie Beuret Siess explains that “this training course is part of a broader reflection, also linked to reflections on the training courses within the cantonal administration with training for our managers. This training is also initiated in a context where we see that the tensions at the level of the cantonal governments have impacts on the public community. We wish to avoid it”.

“Humility and listening”
For David Giauque, professor at the Institute of Advanced Studies in Public Administration in Lausanne, also involved in the formation of the Jura government, the “keys to learning how to better conduct your mission are humility and listening”. Creating a working climate of trust and understanding the workings of the development of the implementation of public policies in the canton are also very important. “In the Jura, the ministers know public administration, so it is rather favorable for the development of a good atmosphere.”
In total, Jura ministers will follow six days of collective training during the first two years of the legislature, without forgetting other individual training.
