The Intercommunal Structural Plan (PSI) for the Piana di Lucca is approaching its final stages, marking a notable shift towards unified development across municipal boundaries. For the first time, the region is embracing a holistic approach to planning, fostering a shared and aspiring vision for its future.

Following the plan’s adoption in December 2023, a period of intense public engagement ensued. A total of 488 observations were submitted, comprising 444 for the PSI itself and 14 concerning the environmental impact assessment. These were meticulously analyzed and categorized into 503 instructor points to ensure thorough consideration.

Contributions came from a diverse range of stakeholders, including citizens, professionals, associations, professional bodies, and trade organizations like Confindustria. Their technical insights proved invaluable, particularly on critical issues such as hydraulic safety, soil conservation, and environmental assessment.

The next step involves convening the landscape conference, comprising experts from the Superintendency and the Region, to evaluate the plan’s adherence to landscape constraints and urbanized area boundaries. Subsequently, the plan will return to the four municipal councils for final approval.

Undertaking this project presented a complex yet essential challenge: to understand and design for the Piana di Lucca as a cohesive entity, acknowledging its vulnerabilities, potential, and rich landscape, history, and productive capacity. The collaborative effort involved analyzing infrastructure,hydrographic basins,landslide and hydrogeological risks,and naturalistic,forestry,building,and productive trends.

This comprehensive analysis has resulted in a unified and systematic understanding of the territory, representing the culmination of a collective endeavor involving citizens, technicians, public bodies, and economic and professional sectors.

The administrators emphasized the significance of this detailed mapping exercise, stating that it provides a solid and realistic foundation for designing a safe and sustainable urban future for each municipality.
