Information from the consulate of Spain about new credential system to request Spanish nationality from Cuba

The consulate in Havana announces key changes that seek to stop delays and eliminate irregularities.

The General Consulate of Spain in Havana has reported on the transition process to a new credential platform for Spanish nationality requests under the Democratic Memory Law. The announcement comes after weeks of complaints for delays, lack of clear information and reports of a black dating market.

The Spanish Foreign Ministry ensures that the new system seeks to expedite the process and guarantee greater transparency. Although it is not yet operational, its entry into operation is expected for the coming weeks, when Madrid confirms that everything is ready.

Previous credentials will cease to be valid

The Consulate clarified that, for now, those who have not requested credentials may continue to use the previous system. However, these requests no longer receive automatic confirmation. Once the new platform is entered into force, valid vouchers will be sent to those who have done the process correctly.

One of the most important changes is the progressive cancellation of all credentials issued until June 23, 2025, with the exception of those created since April of this year that have not yet been used to make an appointment. The objective, according to the authorities, is to purify the system and avoid abuse.

Deadline: October 22, 2025

People interested in benefiting from the Democratic Memory Law must take into account that the deadline to register applications is October 22, 2025. The credentials registered in the new platform before that day will be valid, even if the face -to -face appointment occurs later.

The law was extended in 2024, allowing a third year of applications after high demand. Since its entry into force, in October 2022, more than 609,000 files have been presented. Of these, some 288,000 have been approved and more than 180,000 already have formal registration in the Civil Registry.

Who can opt for nationality?

The regulations recognize the right to request Spanish nationality from the descendants of exiled citizens for political, ideological reasons or linked to sexual orientation. It also includes children of women who lost nationality by marrying foreigners before 1978 and the children of legal age of those who have recovered nationality under this or other laws.

Modernization of the Consular System

Foreign Minister José Manuel Albares recently highlighted the investment of 115 million euros in the digitalization of the consular service. This commitment to modernization includes improvements in care and greater emergency response capacity, which in 2024 exceeded 8,600 worldwide.

With the entry of the new digital credential system, a significant reduction of waiting times and an improvement in the equity of access to consular procedures are expected.
