India has introduced new security regulations that pose significant technical challenges for messaging services such as WhatsApp, Telegram and Signal. From the end of February 2026, user accounts must be permanently tied to an active SIM card. This measure aims to close a key loophole for cybercriminals by ending the current practice of using accounts regardless of SIM card location.
The new Telecommunication Cyber Security Rules require that the SIM card used during registration is physically inserted in the device and active. This is to prevent criminals from carrying out fraudulent activities by using messenger services without a physical SIM card. In addition, web and desktop versions of the apps require users to automatically log out every six hours, which requires re-authentication via smartphone.
The industry reacts to the new regulations with mixed feelings. While mobile operators support the measures as they demand equal rules for all communication services, the Broadband India Forum warns of significant restrictions on legitimate usage scenarios. In particular, business travelers who use local SIM cards abroad could lose access to their primary messenger account.
In the long term, however, the measure could help to noticeably curb anonymity-driven cybercrime. Experts expect a bumpy introduction phase full of technical glitches and confusion. However, it remains to be seen whether the technical hurdles can be overcome by clever fraud networks. The Indian government shows no signs of extending the deadline, putting pressure on the messaging giants to adapt their authentication architecture in a timely manner.
