Huawei & [African Country]: Expanding Partnership | [Year]

At the end of December 2025, Boukar Michel, Minister of the Digital Economy and Digitalization in Chad, opened the doors of his ministry to a Chinese delegation: that of Huawei.

The Chadian Minister of Digital Economy and Digitization received Jason Ye, vice-president of Huawei North Africa for an end-of-year meeting which announced concrete projects for 2026.

During this meeting, the two parties discussed the extension of the telecommunications network and the acceleration of the digitalization of public services.

These projects do not fall from the sky since they correspond to the ambitions displayed inChad Connection 2030”, the government’s digital roadmap.

The plan relies on an investment of $1.5 billion and aims to increase the internet connection rate from 13.2% to 30% by the end of the decade, according to figures from the Ecofin Agency.

Note that Huawei, already present on several infrastructure projects across the African continent, is positioning itself as Chad’s technical partner. The Chinese giant has been multiplying agreements in recent years: with Mali in September 2024, with Gabon just before Christmas.

For N’Djamena, the emergency is real. Only 2.74 million Chadians had access to the internet at the start of 2025, according to DataReportal. The disparities between urban areas and rural areas remain glaring. The landlocked country depends on three cross-border fiber optic links to Sudan and Cameroon.

The government is now relying on private partnerships to modernize its networks. The stated objective is to create an environment favorable to connected services in isolated regions. Finally, the December meeting could result in operational projects aligned with national priorities, even if no formal agreement has been signed yet.
