SEOUL – Negotiations between the ruling and opposition parties regarding the amendment of the Government Organization Act have failed to produce an agreement ahead of the plenary session scheduled for the 25th.

According to reports, key figures including Kim Byung-ki, leader of the Democratic Party, Moon Jin-seok, operations leader for the Democratic Party, Song Eon-seok, and Yoo Sang-bum, president of the people, convened at the National Assembly on September 23rd. Discussions centered on the plenary session agenda, but ultimately, no consensus was reached.

Sources indicate that disagreements arose concerning the order of items to be addressed during the plenary session. The power of the people party insisted on prioritizing the Non-issued public welfare bill, while the Democratic Party advocated for the immediate handling of the amendment to the Government Organization Act.

Following the meeting, a representative stated, “It would be nice to first handle the public welfare bill ahead of the big holiday Chuseok, but we did not agree with the Democratic Party’s will to be unilaterally enforced if it was not agreed.” When asked about revisiting all bills, the representative responded, “I will go back and discuss,” adding, “There is no additional meeting plan at this time.”

Conversely, Moon stated, “It is ridiculous that the government organization law should not be processed later.”

Kim won-nae also informed reporters, “We will hold a plenary session and deal with the government’s organization law.”

With disagreements persisting on the government’s organization law, the people’s strength party is reportedly considering initiating a Fili Buster on all legislation proposed during the plenary session on the 25th.

Should the Democratic Party move forward with both issue and non-issue bills, including the Government Organization Law, the Filibuster could possibly prolong the legislative process. The Democratic Party claims to have over 60 non-dispute bills, excluding the contentious issue bill.

Representative Song Won-nae stated in a notice to members, “In addition, the Democratic Party will hold a plenary session on the 25th to force the issue to be processed without resolving the issue.”

Kim Won-nae also conveyed to lawmakers, “Unlimited discussions are expected at the plenary session on the 25th, and unlimited discussions will be concluded and voted.”
