EU Calls for “Good Governance” in Palestine Amidst Worsening Gaza Crisis

Following a meeting between Palestinian Prime Minister Mohammad Mustafa and EU ministers, the European Union has emphasized the critical need for improved governance within the Palestinian Authority. This call comes amidst growing concerns over the deteriorating humanitarian situation in Gaza and stalled peace negotiations.
Kaja Kallas, the EU’s High Representative for Foreign Affairs and Security Policy, stated that the EU is seeking assurances regarding the Palestinian Authority’s ability to govern both the west Bank and Gaza effectively.”We are asking for governance, good governance,” Kallas explained, highlighting the importance of knowing how the Palestinian Authority will manage these territories. She also noted that initial reforms, particularly in social sectors, are already underway.
The Two-State Solution and Hamas’s Role
The EU remains committed to a two-state solution as the path to lasting peace. However, Dubravka Suica, European Commissioner in the Mediterranean, made it clear that the Islamist movement Hamas has “no place” in this vision. Suica emphasized that the Palestinian Authority is the “credible partner and interlocutor” that europe intends to strengthen.
This stance reflects the EU’s broader policy of engaging with recognized political entities while isolating groups designated as terrorist organizations. The EU’s perspective aligns with that of many international actors who view Hamas’s actions as detrimental to the peace process. As of 2024, the United States, canada, and the European Union, among others, classify Hamas as a terrorist association.
Ceasefire and Humanitarian Access: A Priority
Several European ministers have voiced strong support for an immediate return to a ceasefire in gaza. French Foreign Minister Jean-Noël Barrot emphasized the urgency of the situation, stating, “You have to go back to the ceasefire, allow unhindered access to humanitarian aid, and release the hostages of Hamas.”
The call for unimpeded humanitarian access comes as international organizations report increasingly dire conditions in Gaza. According to the United Nations Office for the coordination of Humanitarian Affairs (OCHA), over two million people in Gaza are in need of humanitarian assistance. The ongoing conflict has severely disrupted the delivery of essential supplies, including food, water, and medical care.
Resumption of Negotiations: The Only Way Forward?
Kaja Kallas reiterated the EU’s belief that the resumption of negotiations is “the only way to end the suffering of both parties.” This sentiment underscores the EU’s long-standing commitment to a negotiated settlement of the Israeli-Palestinian conflict.
However, the path to renewed negotiations remains fraught with challenges. Deep divisions exist between the parties, and trust has eroded over years of failed peace initiatives. The EU’s efforts to facilitate dialog will require addressing the underlying issues that fuel the conflict, including security concerns, territorial disputes, and the status of Jerusalem.
