Headscarves in Schools: Northern School Changes Policy

A school in Melle only wants to allow its students to wear headscarves upon request. But the country steps in and overturns the rule. Now the incident needs to be dealt with.

Wearing headscarves should only be allowed in a school in Melle upon request – after public criticism and the intervention of the state, this rule of the school regulations was deleted. “The wearing of a headscarf by students or teachers as an expression of their religious practice, which is protected by Article 4 of the Basic Law, is generally permitted in schools in Lower Saxony,” said a spokeswoman for the Ministry of Culture in Hanover. The case was first picked up by the website “IslamiQ” and the “Neue Osnabrücker Zeitung”.

Headscarf at school in Melle: Exceptions only upon request

The school management of the primary and secondary schools in the Buer district wrote a letter to parents at the beginning of November in which they pointed out a rule in the school regulations regarding the wearing of headgear. Accordingly, the school applies that no headgear is worn when entering the building and all closed rooms.

This would also include hats, caps or headscarves. “Exceptions are of course possible, but must be requested from the school management,” the letter continued.

The responsible State Office for Schools and Education (RLSB) contacted the school authority – the city of Melle – and the school directly after the letter became known, explained the ministry’s spokeswoman. The legal basis was pointed out. “The school then reversed this procedure,” said the spokeswoman. A parent letter from the school was also sent to the legal guardians.

Insults against the headmistress

The matter is currently being further examined by the State Office for Schools and Education together with the school, it said. It should be clarified how the letter came about.

Insults against the headmistress were smeared on the school building. “The police are investigating, the school authority is trying to clean the walls as soon as possible,” said the spokeswoman: “In principle, we reject any form of improper communication, insults and actions that are punishable by law.” (dpa)
