Amnesty International accused Hamas and other Palestinian armed groups of committing crimes against humanity during and after the October 7, 2023 attacks that sparked the Gaza war. Hamas responded to the report and called it a ‘lie’.
“Palestinian armed groups committed violations of international humanitarian law, war crimes and crimes against humanity during their offensive in southern Israel which began on October 7 2023,” the human rights watchdog said in the 173-page report as reported AFPFriday (12/12/2025).
Amnesty said the mass killing of civilians on October 7 amounted to a “crime against humanity of extermination”.

Hamas rejected the report, saying it contained “inaccuracies and contradictions”.
“The repetition of lies and accusations promoted by the (Israeli) occupation government regarding rape, sexual violence and ill-treatment of captives clearly shows that the aim of this report is to incite and distort the image of the resistance,” the militant group said in a statement.
The organization called on Amnesty International to withdraw the “flawed and unprofessional report”.
Amnesty International also accused Israel of committing genocide in its revenge campaign in Gaza. The accusation is disputed by Israel.
The rights group said that Hamas and other Palestinian armed groups in Gaza “continue to commit violations and crimes under international law in detaining and mistreating hostages and holding confiscated bodies.”
“The hostage holding was carried out as part of an explicitly stated and explained plan by the leadership of Hamas and other Palestinian armed groups,” the report said.
