Corruption Eradication Commission (KPK) explains the role of three people who were prohibited from traveling abroad in the alleged corruption case related to determining quotas and organizing religious services haji at the Ministry of Religion in 2023-2024.
The three people who were banned were former Minister of Religion Yaqut Cholil Qoumas, Ishfah Abidal Aziz alias Gus Alex who was special staff when Yaqut served as Minister of Religion, and Fuad Hasan Masyhur as owner of the Hajj Maktour organizing bureau.
“First, it is related to the additional Hajj quota of 20,000 given by the Government of Saudi Arabia during the visit of the President of the Republic of Indonesia. At that time it will be the end of 2023,” said Acting Deputy for Enforcement and Execution of the Corruption Eradication Commission Asep Guntur Rahayu, Tuesday (2/12).

According to Asep, the additional Hajj quota was given to Indonesia to reduce the waiting time for regular Hajj departures in the country.
Therefore, he said, referring to Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage, the 20,000 additional Hajj quota should be divided into 92 percent for the regular Hajj and eight percent for the special Hajj.
However, he said, the three people who were banned were suspected of playing a role in dividing the additional Hajj quota by the same 50 percent.
“Then we believed or discovered that after it was divided, there was a certain amount of money flowing in. The money was the congregation’s money, which was collected from the congregation, right, and should have gone to BPKH (Hajj Financial Management Agency, ed.),” he said.
Previously, on August 9 2025, the Corruption Eradication Committee (KPK) announced that it had begun investigating the alleged Hajj quota corruption case, and said it was communicating with the Indonesian Financial Audit Agency (BPK) to calculate state losses.
On August 11 2025, the Corruption Eradication Commission announced the initial calculation of state losses in this case reaching more than IDR 1 trillion, and prevented three people from traveling abroad.
Those who were prevented were former Minister of Religion Yaqut Cholil Qoumas, Ishfah Abidal Aziz alias Gus Alex as a former special staff member during the era of Minister of Religion Yaqut Cholil, and Fuad Hasan Masyhur as owner of the Hajj Maktour organizing bureau.
On September 18 2025, the Corruption Eradication Commission (KPK) suspected that as many as 13 associations and 400 Hajj travel agencies were involved in the case.
Apart from being handled by the Corruption Eradication Commission, the DPR RI Hajj Inquiry Special Committee also previously stated that it had found a number of irregularities in the implementation of the 2024 Hajj pilgrimage.
The main point highlighted by the special committee was the distribution of quotas 50 to 50 from the allocation of 20,000 additional quotas given by the Government of Saudi Arabia.
At that time, the Ministry of Religion distributed an additional quota of 10,000 for regular Hajj and 10,000 for special Hajj.
This is not in accordance with Article 64 of Law Number 8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage, which regulates the special Hajj quota at eight percent, while the regular Hajj quota is 92 percent.
