Addressing Concerns Over Design Compliance

Gwangju Mayor Kang Ki-jung has publicly addressed teh ongoing controversy surrounding the international design competition for the Yeongsan River Exciting Zone,asserting that the selection process and winning design are legally and administratively sound.The Mayor made these remarks during a press briefing held at the Gwangju City Hall.

The ambitious “Yeongsan River Exciting Zone” project, slated for the Buk-gu district, represents a significant investment of ₩41.6 billion (approximately $31 million USD) into revitalizing the area. Plans include the creation of an Asian Water History Theme Experience Center, an artificial surfing facility, a water playground, and expansive lawn areas, aiming to transform the riverfront into a vibrant recreational hub.

Competition Details and Disqualified Bidders’ Objections

The international design competition attracted considerable interest, with eleven companies initially vying for the opportunity. After a rigorous two-round selection process, a single winning design was chosen. However, the decision has been met with resistance from some of the disqualified companies.

At the heart of the dispute is the allegation that the winning design incorporates parking facilities within the river area,purportedly violating the design guidelines established by Gwangju City. These companies have taken legal action, filing an injunction to prevent the city from finalizing the contract with the winning firm.

The regulations can be installed in the river area, and it is tough to install in the river area, but it is stated that it is possible to install additional parking lots if the connectivity with the existing parking lot is secured.

Despite defending the integrity of the selection process, Mayor Kang acknowledged the concerns raised by the dissenting companies. He stated that the city will thoroughly investigate whether any misinterpretations of the design guidelines or other oversights occurred during the evaluation process. This review will encompass the design public service filings submitted by the dropout companies.

Furthermore, Mayor Kang addressed criticisms regarding the composition of the Steering Committee, Advisory Group, and Judging Committee. while acknowledging restrictions on participation in the screening process, he deemed the measures taken to be proportionate and necessary to ensure a fair and impartial evaluation.

The outcome of this situation could have broader implications for urban progress projects in South Korea. According to a recent report by the Ministry of Land, Infrastructure and Transport, disputes over design competitions have increased by 15% in the past year, highlighting the need for clearer guidelines and more obvious selection processes.
