A newly signed application protocol between Senegal and Guinea-Bissau, finalized on June 17, promises a more secure and legally sound habitat for Senegalese craft fishermen. Teh agreement grants them access to Guinea-Bissau’s maritime zones within a well-defined legal framework, ensuring the protection of their activities and fostering collaborative, lasting management of shared fishery resources.

This growth follows closely on the heels of the landmark visit of President bassirou Diomaye Faye to Bissau, the first such visit as Guinea-Bissau’s independence. During this visit, several cooperation agreements were established, setting the stage for a revitalized and pragmatic bilateral relationship. The ocean, recognized as both a valuable and vulnerable resource, has emerged as a key area of focus in this evolving dynamic.

A Framework for Fishermen

Previously, many Senegalese fishermen operated in Bissau-Guinean waters under uncertain legal conditions, facing potential fines, arrests, and equipment seizures. The new protocol seeks to eliminate these ambiguities by formally recognizing their right to access these waters under specific, obvious conditions. It also establishes monitoring and coordination mechanisms to curb illegal practices and safeguard marine ecosystems.

Guinea-Bissau’s commitment reflects a broader effort to strengthen its ties with Dakar. Amid growing concerns about the overexploitation of marine resources and tensions between industrial and artisanal fishing operations, these common regulations offer a positive outlook for fishing communities in areas like Petite-Côte and Casamance, which are often vulnerable to economic and environmental challenges.

“This text not only secures their activity, but also laid the basis of coordinated and sustainable management of fishery resources between the two states.”

Diplomacy Focused on Local Needs

The partnership between Senegal and Guinea-Bissau extends beyond symbolic gestures. By prioritizing marine resource management, both nations are demonstrating a commitment to aligning diplomacy with socio-economic realities. The agreements reached in May during President Diomaye Faye’s visit highlighted human exchanges, culture, security, and mobility. This fisheries protocol represents a practical extension of those commitments.

In a region grappling with pressures on natural resources and migration issues, this fisheries agreement underscores a strategic decision to foster tangible cooperation that directly addresses the needs of the people. The success of this marine partnership hinges on its effective implementation, ensuring that fishermen experience renewed confidence and stability.
