Can the G-7 Be Salvaged?

As the Group of Seven prepares to convene in Canada,the question arises: Can this assembly of advanced democracies be revitalized to effectively address global challenges? With international institutions faltering,the G-7 has the potential to assume a pivotal role,provided it undergoes significant reforms.

The Crisis in Global Governance

The current state of global governance is in disarray. Conflicts in Europe and the Middle East, coupled with the actions of autocratic regimes and the threat of nuclear proliferation, have paralyzed the UN Security Council. This void necessitates that individual nations and institutions step up to maintain international order.

However,the United States,under the “America first” banner,has seemingly withdrawn from its conventional role as the guarantor of the rules-based system. This shift, combined with the self-serving actions of authoritarian governments and the limitations of other international bodies like the G-20 and the WTO, underscores the urgent need for a capable entity to led.

the G-7’s Potential

The G-7, composed of like-minded industrialized democracies, possesses the requisite trust, shared values, and economic and political clout to fill this leadership vacuum. Yet, to realize its potential, the G-7 must adapt to reflect the changing global landscape.

Reforming the G-7

To enhance its effectiveness, the G-7 must broaden its membership, streamline its procedures, and enhance its legitimacy.Expanding the group to include countries like Australia and South Korea would bring additional capabilities and perspectives. These nations have demonstrated their commitment to international cooperation and possess significant economic and technological prowess.

Australia and South Korea even outperform some current G-7 members in critical areas identified by G-7 leaders. In a 2024 study for the Center for Strategic and International Studies (CSIS),Cha and Hamre analyzed more than 300 publicly available measures of country performance for all G-7 members as well as Korea and Australia, using data from 2023.We focused on performance across seven issues that the G-7 has identified as priorities: climate change; digital competitiveness; economic resilience and supply chain security; food security; global economy finance, and sustainable development; labor standards; and support for Ukraine.

Streamlining Procedures

In addition to expanding its membership, the G-7 should also reform its internal processes. Establishing a consultative body composed of representatives from past, present, and future host countries would ensure greater continuity in the group’s agenda. A permanent secretariat could provide administrative support and facilitate the tracking of member countries’ commitments.

Engaging the Wider World

To enhance its legitimacy,the G-7 must also engage with emerging powers,developing nations,and multilateral organizations. Institutionalizing outreach to these actors would foster inclusivity and ensure that the G-7’s decisions reflect a broader range of perspectives.

An Opportunity for Leadership

While G-7 members have historically resisted reform, the current crisis in global governance demands a new approach. By embracing change, the G-7 can position itself as a champion of the rules-based system and provide much-needed leadership in an increasingly uncertain world.

Even Trump, with his “America first” inclinations, might be persuaded to support G-7 reform if it leads to a more equitable distribution of the costs of global leadership.Adding new members such as Australia,South Korea,and Spain could also deflect Trump’s call,which he repeated as recently as February,for the group to readmit Russia,an idea that the rest of the G-7 countries reject.

The G-7 emerged from the global oil crisis of the early 1970s,initially as an informal gathering of finance ministers from major economies. Over time, it expanded to include heads of state and broadened its focus to encompass a wider range of global issues. The European Union is also represented in the G-7, with a seat each for the European Council and the European commission.

For most of its history, the G-7 was a club of rich countries that met to coordinate monetary and macroeconomic policies to combat inflation and recession, and to promote free trade. The club would reach agreements such as the 1985 Plaza Accord, in which European economies agreed to allow their currencies to appreciate against the U.S. dollar for macroeconomic balance.

In recent years, the G-7 has addressed issues such as climate change, economic disruption, and global health crises. At the 2024 G-7 summit in italy, the leaders agreed to provide $50 billion in funds for Ukraine using interest from the frozen Russian assets.
