In early 2023, a dozen officers began working on the plan at a military compound in Berlin. 1,200 pages and a little over a year later, the first version of this strategy is finalized.

A detailed plan
The plan explains how 800,000 troops from Germany, the United States and various NATO countries would be sent east to the front line.
The document takes into account many details such as ports, rivers, railways and roads that the workforce will use. Refueling and protection instructions are also explained in detail for the entire journey.
Although the plan is secret, certain services have nevertheless been informed, notably the hospital, emergency and police services. Military exercises were also carried out in September in Hamburg.
One of the particularities of this strategy is that it is not only the armed forces which are mobilized but the whole of society which is involved as during the Cold War.

30 years later
But a lot has changed from plans drawn up more than 30 years ago. Before the fall of the Berlin Wall, many German highways contained concrete central reservations and had no bridges or electrical cables, allowing planes to land on them in an emergency. Under the parking lots there were kerosene tanks and control towers could be set up in a matter of minutes.
Today, the organization of the roads is no longer comparable. Few people still know how to withstand the passage of a military convoy. The situation is similar for German ports.
The famous plan therefore aims to optimize the use of road and rail networks. Berlin plans to invest 166 billion euros by 2029 so that its infrastructure can be used for military and civilian purposes.
The German army says it is satisfied with the progress made. “Considering that we started from zero at the beginning of 2023, we are very satisfied with the current result,” a source told the Wall Street Journal. “This is already a very advanced product.”
