GAO Cybersecurity Report: Credit Union Insights & Reg Harmonization

The Government Accountability Office (GAO) Thursday released a report on cybersecurity regulations and harmonization which included recommendations from a panel that convened September 2025. America’s Credit Unions Director of Innovation and Technology Andrew Morris participated in the panel and provided the credit union perspective.

Industry recommendations, which span multiple critical infrastructure sectors, include:

  • Harmonize incident reporting—notably part of Morris’ recommendations;
  • Renewed and revised legislation;
  • Establishment of a working group of federal agencies to harmonize cybersecurity regulations;
  • Deconflict regulations; and
  • Establishment of metrics for regulatory effectiveness.
