Korea Customs Service Faces Scrutiny Over Employee Misconduct

The Korea Customs Service is facing increased scrutiny following a series of disciplinary actions against its employees. The incidents, ranging from gambling to allegations of child abuse and bribery, have raised concerns about the agency’s internal controls and ethical standards.

Data released on September 23rd from the office of Representative Park Sung -hoon highlights a concerning trend in employee misconduct within the Korea Customs Service.

The figures reveal the following number of disciplinary cases per year: 24 in 2019, 17 in 2020, 30 in 2021, 26 in 2022, 19 in 2023, 8 in 2024, and 26 in 2025 (up to July).

In January, a Pyeongtaek Customs employee was sentenced to two months in prison after being caught gambling for 15 hours at Holdeppub. That same month, the Korea Customs Service initiated action against employees accused of child abuse.

In June, an Incheon Airport Customs employee was dismissed after being accused of embezzling 140 million won from the national treasury. Another employee was dismissed for allegedly soliciting 50 million won in exchange for favorable treatment in a case, and five others were disciplined for accepting entertainment, including money.

Of the 150 total cases, 69 involved violations of the duty to maintain dignity (including 21 cases of drunk driving), 61 involved violations of sincere obligations, and 16 involved violations of integrity.
