SAAQ internal Audit Alleges CEO Misled Minister on $222 Million Contract Increase

Former internal verification director Daniel Pelletier claims justifications for adding $222 million to the Saaqclic contract were unfounded, accusing the Quebec automobile Insurance Company (SAAQ) CEO of misrepresentation.


During his ongoing testimony before the Gallant Commission,former Director of internal verification of the SAAQ,Daniel Pelletier,made what he called a “shock revelation.”

Pelletier stated that sence the start of the CASA program, which includes Saaqclic, in 2017, he had raised concerns with the board of directors regarding the execution of the $458 million contract awarded to the “Alliance” of SAP and LGS.

In may 2022, the newly appointed CEO of SAAQ, Denis Marsolais, requested a meeting with Pelletier.

According to Pelletier, Marsolais sought his opinion on a document intended for the Minister of Transport, then François Bonnardel, which proposed adding $222 million to the existing contract with “the alliance.”

pelletier stated that the document justified the additional amount by citing several “addresses of reach” to the project, with which he strongly disagreed.
