A Double Dip: Sluggish Economy and High Prices Impact Food Spending

South Korea is facing a concerning economic anomaly: a simultaneous decline in both food retail sales and restaurant production. This unprecedented trend,persisting for over two years,is fueling concerns about economic stagnation and persistent high prices,creating a challenging environment for consumers and businesses alike.

Statistical Evidence: A First in Decades

Data from the National Statistical Portal (KOSIS) reveals a worrying trend. While food and beverage retail sales and restaurant production typically exhibit an inverse relationship – with one increasing as the other decreases – both indices experienced declines in 2023. This marks the first such occurrence since 2006, when these statistics began being tracked.

Historically, a drop in restaurant dining would be offset by increased grocery spending as people opt to cook at home. the COVID-19 pandemic provides a clear example. In 2020, restaurant production plummeted by 16.0% due to social distancing measures, while food and beverage retail sales surged, marking a 13-year high as home cooking became the norm.

However, the current situation defies this established pattern, leaving government officials and economists searching for explanations.

Diving Deeper into the Numbers: A Persistent Downturn

While food and beverage retail sales saw consistent growth until 2021, they experienced a 2.5% decrease in 2022. Although the rise of food delivery services initially softened the blow to restaurants, even this sector is now experiencing a downturn.Restaurant production, after rebounding in 2021 and 2022 following the sharp declines of the pandemic, fell by 0.7% in 2023 and a further 1.9% in 2024.

The situation has worsened in the first quarter of 2025, with food and beverage retail sales down 0.3% year-on-year. Restaurant production has suffered an even more important blow, decreasing by 3.4% – the largest drop since the fourth quarter of 2023 (-4.7%).

The Role of Rising Food Prices

escalating food prices are undoubtedly exacerbating this trend. As 2023, the prices of agricultural products, particularly vegetables and fruits, have soared, contributing considerably to overall consumer price inflation. While agricultural prices have recently shown signs of stabilization, the cost of processed foods and dining out is now on the rise, reflecting the increased cost of imported raw materials.

Last month,processed food prices jumped by 4.1%, the highest increase in 16 months. Dining out costs also rose sharply, increasing by 3.2% – the largest jump in 13 months. These price hikes are putting a strain on household budgets and forcing consumers to cut back on both grocery purchases and restaurant visits.

Economic Sluggishness and Diminished Purchasing Power

Beyond rising food prices,the overall weakness of household purchasing power,stemming from broader economic sluggishness,is a significant contributing factor. The construction industry, a key pillar of the South Korean economy accounting for approximately 15% of GDP, has been in decline for four consecutive quarters. In the first quarter of 2025, it experienced a staggering 20.7% decrease – the largest since the Asian Financial Crisis in 1998.

Furthermore, disposable income among middle-class households (the top 40-60%) has dwindled. Data from the fourth quarter of last year revealed that their surplus funds had decreased for three consecutive quarters, falling below ₩700,000 (approximately $530 USD) for the first time in five years.

The simultaneous decline in food retail and restaurant consumption presents a complex challenge for South Korea. Addressing this issue will require a multi-pronged approach, including measures to stabilize food prices, stimulate economic growth, and bolster household purchasing power.The government and policymakers face the difficult task of navigating these economic headwinds to ensure food security and economic stability for the nation.
