In a importent move to democratize higher education, the Escuela Superior de Administración Pública (ESAP) is extending its reach to underserved areas. Through a collaborative agreement between the Quindío and Risaralda territories, ESAP will now offer its academic programs in Guatica, Risaralda, considerably broadening its coverage to encompass 14 municipalities across both departments.This initiative addresses a critical need, as access to higher education remains a challenge for many rural communities in Colombia. According to recent statistics from the Ministry of Education, only 35% of rural students continue to higher education, compared to 58% of urban students.

Tuition-Free Opportunities: The Territorial Public administration Program

ESAP will offer its undergraduate program in Territorial Public administration (APT), a thorough 10-semester curriculum delivered through a blended learning approach. This combines distance learning with mandatory face-to-face sessions. In a commendable effort to remove financial barriers, tuition fees are waived for applicants from socio-economic strata 1, 2, and 3. This is particularly impactful, considering that these strata represent a significant portion of the population in Guatica and surrounding areas. This initiative aligns with national efforts to promote social mobility through education, as highlighted in the government’s “Education for All” program.

Flexible Learning Schedules for Working Students

Recognizing the diverse needs of its student body, ESAP has structured the APT program with flexible class schedules:

  • Thursday: 6:00 PM to 10:00 PM
  • Friday: 6:00 PM to 9:00 PM
  • Saturday: 8:00 AM to 12:00 PM and 1:00 PM to 5:00 PM

These schedules are designed to accommodate working professionals and individuals with other commitments, ensuring that education remains accessible to a wider range of students.
