Emergency Room Staff Face Mounting Pressure
Healthcare professionals in Abruzzo’s emergency rooms are facing increasingly dire circumstances. Already burdened by chronic understaffing and escalating workplace violence, they now face the suspension of a crucial emergency room allowance. This allowance, funded by the state and intended to compensate for the demanding nature of their work,is now at the center of a heated dispute.
Union Condemns Allowance Suspension
Luca Fusari, General Secretary of FP Cgil Abruzzo Molise, has voiced strong opposition to the Abruzzo Region‘s decision. He argues that suspending the allowance is a serious blow to the already fragile Abruzzo healthcare
and a denial of rights to hospital workers. Fusari is demanding the immediate reinstatement of the allowance, emphasizing the unsustainable conditions faced by emergency room staff.
“Not only is it a right denied to the workers and workers of the hospitals, but also of a serious blow to the already fragile Abruzzo healthcare,”

Impact on Healthcare Quality and staff Well-being
The union highlights that the challenging work surroundings, coupled with the allowance suspension, is negatively impacting both the quality of patient care and the mental and physical health of healthcare providers. The lack of adequate staffing leads to exhausting shifts, while the increasing frequency of workplace violence adds to the stress. These factors are contributing to a growing exodus from critical care units and the public healthcare system.
Contractual Obligations and Financial Concerns
The suspended allowance is an integral part of the current National Collective Labor Agreement (CCNL) for the health sector, specifically outlined in Article 107. The union argues that blocking the payment is illegitimate and unjustified, especially given that the CCNL has not been renewed. Concerns are also raised about the inadequacy of government and regional funding to maintain decent salary levels, especially in light of meaningful inflation impacting purchasing power.
“…we consider illegitimate and unjustified to block the payment pending a renewal of the CCNL, also because it has not been renewal. It is indeed possible to arrive at any subscription as the resources made available by the Government and the State Regions Conference are not sufficient to maintain the tables at dignified levels, given the great impact that has had the inflation on the purchasing power of the salaries.”
Call for Immediate Action
Fusari is urging immediate action to implement the regional comparison agreement of January 28, 2025, and to ensure the payment of the emergency room allowance, particularly concerning Article 107, paragraph 4 of the current CCNL, which provides for the advance payment of said indemnity.
Broader Implications for Abruzzo Healthcare
The suspension of the allowance is viewed as another symptom of poor healthcare management in Abruzzo, exacerbating an already difficult situation. This comes at a time when employees and retirees, including healthcare workers, are facing increased income tax rates. The union emphasizes that supporting healthcare professionals is essential for guaranteeing efficient and safe services for citizens. the current crisis could further strain the system, potentially leading to longer wait times, reduced service quality, and increased pressure on remaining staff. According to recent data from the Italian National Health Service, Abruzzo already faces challenges in attracting and retaining healthcare professionals, with vacancy rates in emergency departments exceeding the national average by 15%.
